2.7 billion dollar construction project to expand fertilizer production to more than one million tons per year. This project had 5 phases in motion. It added a new water treatment facility that will allow the facility to stop using 1 million gallons of Enid's freshwater a day. It added a new UREA unit to ramp up production. It modernized and revamped the existing ammonia units.

Duties included:

$7 billion construction project that began in December 2007, but was revised in late 2008 and early 2009 when Motiva decided to employ multiple major contractors to build specific parts of the expansion, which will bring its daily crude refining capacity to 600,000 barrels per day from its original 275,000 barrels per day. The completion of this expansion made the Motiva Port Arthur refinery the largest in the United States.
