Initially hired as the Facility Planner, I have led capital planning efforts at Morgan State University since the late 1990s involving the preparation of various documentation to support future campus physical/facility needs. Included is the coordination/development of the Ten-Year Facility Master Plan; Architectural Programs to provide the justification and the scope of work for individual projects; preparation of the Annual and Five-Year Capital Budget Request; preparation of capital budget testimony; coordination with University stakeholders; serving as a liaison to State Control agencies to obtain support and funding for capital projects; representing Morgan on various State taskforce related to space planning.
Capital Budget Analyst responsible for reviewing and making recommendations to Governor for capital funding for Higher Education and Public Safety Projects. Also reviewed and made recommendations on Legislative Initiatives.
Throughout my tenure, my office has successfully developed and/or coordinated the development of programs yielding nearly $1 billion of
capital funding for construction and/or renovation of facilities to include but not limited to the Center for Built Environment & Infrastructure Studies, Earl Graves School of Business & Management, the Martin D. Jenkins Behavioral & Social Sciences Building, Site improvements, Development of the West Campus connected to the Northwood Commons and the new projects currently in construction or design to include a new Health & Human Services Building and new Science Building. We are embarking on a Master Plan that will guide development over the next ten years and beyond. In addition to campus we are seeking connections to the neighborhood including Lake Clifton (for which we will be developing a Master Plan) that will seek development to serve that community, and Lake Montebello.
