I serve as the Contracting and Grants Officer for the USAID Office of Acquisition and Assistance (OAA), Washington, D.C., with a $25 million warrant. In this role, I serve as the primary procurement advisor and technical expert to the USAID Bureau of Africa, and Office of the General Counsel, encompassing development activities across the continent, with a particular focus on the Sub-Saharan Africa (SSA) region.

• Analyzed market research data from program offices to identify potential suppliers or vendors for services or products needed by the Agency and overseas missions.
• Reviewed and evaluated contractor performance to ensure compliance with contractual requirements, while managing a daily workload encompassing over $700 million in active awards.
• Maintained a positive working relationship with fellow staff and senior leadership. Represented the Office of Acquisition and Assistance while collaborating with major stakeholders across various offices in the Agency.
• I managed and trained subordinates on cradle-to-grave acquisition activities, including a wide range of complex contracts, simplified acquisitions, and Federal Supply Schedules.

As the lead contracting specialist for the USAID Middle East Regional Platform, I provided vital support to the U.S. Aid programs in Yemen and Syria. I leveraged my vast experience in federal procurement, team management, and strategic planning, resulting in the delivery of millions of dollars in aid to the world’s most volatile regions.

• Awarded two on-the-spot awards for expertise while managing over $165 million in active contracts across the Middle East.
• Analyzed FAR, AIDAR, and 2CFR 200 regulations to ensure accurate procurement policy advice.
• Reviewed strategic procurement and Acquisition and Assistance (A&A) plans as part of long-range planning.
• Reviewed complex statements of work (SOO) and statements of objective to ensure clarity, focus, and achieved agency goals and priorities.
• Oversaw contract closeouts and addressed all issues prior to release of final payment.
• In an effort to achieve maximum value for government funds, I performed cost analysis on current contracts versus competitive bids from other vendors

I served as an IT Systems Analyst in the Information Technology Service Management Office (ITSMO) of the 5th Signal Command, where I was responsible for the development of the theater IT Services Catalog.

In addition, I was assigned as one of the primary managers of the five-year Operations, Maintenance, and Services (OPMAS) IT contract for the U.S. Army Forces in Europe.

• I interpreted DoD policy and guidelines, and helped develop local policies concerning IT service management, operations, and security.
• I worked closely with the theater change managers to ensure constant engagement with major regional stakeholders, to ensure all policy changes were socialized before implementation.
• I utilized over 20 years of IT experience to conduct effective market research on possible suppliers, and developed a realistic Independent Government Cost Estimate (IGCE) utilizing market trends and historical information.
