Led IO planning and computer network operations for Theater-wide operations and contingency planning. Administered a Special Technical Operations / Special Access Program (SAP) information security program. Managed personnel security program and established procedures for processing requests for security accesses for military, civilian, and reservist personnel.
• Navy Cyber Defense Operations Command – Little Creek, VA | CND Watch Officer (Sep10 – Sep13) Led 60 Sailors in the installation of the command’s first SIPRNET intrusion detection system; significantly increased DOD network security; enhanced detection and mitigation of network-based threats. Determined necessity, applicability and timely reporting of cyber incidents, supporting unit’s critical reporting/intelligence requirements. Performed remote vulnerability assessments of DOD networks and information systems. Developed strategic plans for cyber workforce development and led cyber operation doctrine and policy development.
• Navy Information Operation Command – GA | Cyber Defense Operations Lead (Sep05 – Sep10) Chartered computer network exploitation planning efforts for Joint and national intelligence priorities; led a team of 39 Sailors supporting National Threat Operation Center’s mission objectives. Leveraged network defense investments and resource prioritizations. Employed information assurance principles for tactical awareness of Navy networks against persistent cyber threats.
