I plan, direct, organize and exercise administrative control over 8 nonsupervisory employees assigned to the Command Support Team. I communicate daily with the Industrial Support Activity (ISA) Commander in order to objectively provide information for making decisions on the administrative and programmatic aspects of DLA Aviation operations by accomplishing a wide variety of analytical assignments concerned with effective and efficient programs and operations. I provide direct logistics and customer service for the daily operations of all supply, storage, order fulfillment, distribution, logistics management and planning support provided to the Air Force’s Air Logistics Center (ALC). In this role, I represent the DLA Aviation AF ISA in its effort to extend the Enterprise and serve as an important link in DLA’s total supply chain support of the warfighter. As Chief of the Command Support Division, I am directly responsible for assessing development and execution of administrative operations and improving organizational effectiveness and efficiency at the ISA. I direct the division in its review and analyses of DLA Aviation AF ISA’s functions for the purpose of streamlining processes and procedures, eliminating duplicative efforts and develop implementation strategies to improve business practices, using budgetary and financial management principles and techniques for the development of long range planning of programs and objectives. This includes studies of organizational structures and functions; developing, formulating and executing ISA operating program/budget(Defense Working Capital Fund (DWCF), appropriated funds, reimbursable funds, and the Overhead Operating Budget to include Labor and Non-Labor expenditures, etc.) to support resource requirements necessary to accomplish mission requirements; program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work plans; special projects and initiatives for DLA Aviation operations. I work very closely with DLA Aviation Customer Operations and Command Support Directorates at Richmond, VA for concept approval on the plans, designs, methods, and procedures used for work measurement, budget, special projects and initiatives for the Major Subordinate Command, DLA Aviation at Richmond. I act as an ISA representative responsible for coordinating and integrating various administrative and operational program support activities (e.g., timekeeping, safety, Voluntary Protection program (VPP), security, vehicle management, facilities, finance/budget, DTS, awards, protocol, training, stock fund manager, and other special emphasis programs). I directly provide support functions for staff offices such as Human Resources, Installation Support, Intelligence, Information Operations and Finance. I act on behalf of the Site Commander at a wide variety of functions/meetings maintaining continuity in management in the execution and coordination of strategic elements impacting the ISA, with a variety of installation and functional area organizations to include but not limited to the DLA Aviation Corporate Board, AF/ALC Corporate Management Review (2 Star Level), and other customer meetings at the O-6/GS-15 level. As required, I accomplish temporary duty (TDY) assignments in performance of official duties away from the duty station via military or commercial aircraft or other modes of transportation. As supervisor I assign and plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules for completion of work. I assign work to subordinates based on strategic and tactical priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. I evaluate work performance of subordinates and gives advice, counsel, mentors and gives advice, counsel, mentoring or instruction to employees on both work and administrative matters. I conduct interviews of potential candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions and determine manpower needs within the Command Support Division to ensure current and future workload implementations are met or exceeded in order to provide comprehensive support to all ALC groups. I am responsible for resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. I communicate and enforces minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases to the employee labor relations team. I identify developmental and training needs of employees, providing or arranging for needed development and training via the Learning Management System and various contracted courses to ensure Workforce Development is instituted to meet potential career progression of all employees. I manage and institutes methods to improve production and or increase the quality of the work directed thereby introducing a culture of high performing employees. I develop performance standards in the DPMAP system. Duties, Accomplishments and Related Skills:
Division Chief of the Storage and Distribution Section and represented DLA as an Aviation supply chain manager at a DLA Aviation industrial site. I was responsible for all actions, activities and coordination performed by the Section to provide effective/efficient storage and distribution support for the military service production groups. I managed functions of delivery, receipt, and distributions of delivery, receipt, and distribution of DLA and service owned material, including non-standard specialized material; ensures maintenance and administration of the Inventory Accuracy Program for both DLA & non-DLA material, covering first destination and in transit accountability from the point of manufacture to the point of customer acceptance. I directly supervised, directed and controled the work activities of 48 subordinate employees assigned to 3 teams. I coordinated and worked with co-located DLA Distribution Accountable Officer, Retail Accountable Officer, Supply Managers located at inventory control points (ICP), and vendors contracted within the supply chain to reconcile complex accountability issues. I was responsible for local implementation and oversight of DoD regulations, DLA policy and military services policy for inventory programs. I performed studies and systems reviews for the inventory programs to make improvement to the accuracy of physical balance records. I developed plans of action and milestones (POAM) for the industrial activity to ensure performance goals were achieved, problem areas were identified and targeted for improvement, and that the requirements of the inventory programs were met or exceeded. I was responsible for tracking completion and evaluation of performance of sample inventories for Chief Financial Officer (CFO). I established a compliance standard in order to efficiently conduct wall-to-wall inventories for controlled items, and special or customer requested inventories. I directed and/or performed analysis and provided findings about location survey programs effectiveness, customer complaints, denial management program, document retention compliance, and inventory in-transit visibility. I established, monitored, and reported inventory quality control programs to include tracking and reporting on progress of inventory POAM. I served as industrial site coordinator for routine and/or special internal and external audits including those conducted by the military service, GAO, DoD Inspector General; industrial activity coordinator and reviewer for inventory policy programs for local considerations, to include oversight and proper maintenance of DSS parameter tables and owner RIC files. I coordinated reconciliations with owners and monitors responses; researched to ensure the accountable and financial records were brought into balance; and coordinated special item data management for service/location unique data and use. I consistently monitored inventory programs for independence and separation of duties, analyzed missions for comparison to industry resource standards and performance. I monitored and analyzed recurring errors and staffing patterns, and coordinated operational and workforce development training. I assisted the industrial activity commander in resolving local customer problems through meeting with customers, researching problems, and working with both DLA Distribution and industrial activity inventory personnel to correct the situation and/or improve performance. I directly oversaw industrial site’s Shelf-Life and Stock Readiness operations; analyzed available space, type facilities, maintenance costs, materiel properties and volumes, drawdown considerations and other environmental impacts. I participated in development and interpreted DLA policy and procedures; provided direction to industrial site personnel on programs affecting shelf-life and stock readiness; studied industrial operations and recommended improvements within the operation, i.e. warehousing practices, care of materials in storage, and shelf-life. I reviewed and analyzed industrial site’s input on storage space utilization and advised appropriate managers of the status of problem areas; and recommends corrective actions to resolve problems. I provided technical expertise and guidance as it impacted storage space management; dealt directly with personnel from defense supply centers, distribution centers, military service customers/commands to provide information, justify actions taken or proposed, discuss stock positioning, issues/stock readiness/Care Of Supplies In Storage (COSIS), and/or other problems requiring coordination and cooperation to insure satisfactory and efficient service to all customers. I developed and implemented technical training instructions and training aids for warehouse practices and COSIS. I communicated and provided informational updates to the Site Commander concerning progress towards achieving goals. I ensured business key performance indicators and metrics goals influenced within the section were within established performance parameters of DLA Aviation guidelines and customer agreement. Served in the Air Force for 22 years as a Supply Logistician. During my career I was assigned to every logistical job function. I supervised military and civilian employees throughout my career. I have been involved in developing, operating, implementing and analyzing manual and automated integrated logistics systems. Additionally, I have managed assets and monetary accounting, inventory control, financial planning and warehousing functions. I have also monitored and operated the Standard Base Supply System and associated logistics systems interfaces. I was the principal advisor to the Logistics Readiness Squadron senior leaders regarding functions for which the administrative group was responsible, including budget and financial management, office equipment and supplies, human resources, travel, property, space management, records, correspondence management, and Information Technology (IT). I was the liaison to the Civilian Personnel Human Resources Office on matters of recruitment, performance evaluations, employee relations and discipline, benefits, and position classification. I provided authoritative advice and solutions to a wide variety of complex administrative problems specific to Memorandums, Standard Operating Procedures, Operating Instructions and Policy letters. I was the single point of contact for a logistics team comprised of 20 different job roles made up of 300 military members. Serves as Operations Compliance Superintendent and performs analytical work related to one or more phases of material management, such as initial planning, provisioning and requirements determination; distribution; accountability; and/or ultimate issue for consumption, retention, or disposal. I provide materiel management expertise as related to SBSS processes and acted as accountable and responsible officer when assigned to combat support or enabler organizations at higher echelon levels. As a member of the Air Force, I have gained discipline leadership and management skills that are vital in today’s business world. Responsible for 28 military members. Managed a 120,000 square foot warehouse that houses 270,000 assets valued at $40 million dollars. Direct and coordinate $25 million in technical compliance, supply detail records and two-level maintenance issue and repair for 47 organizations supporting 22 F-16 aircraft. Led AFSO 21 lean logistics initiative to reduce logistics on the job training tasks from 250 to 100. Utilized the following systems: Discoverer, ESS, Merlin, LogPas, SMART, SATS and SBSS. Directly responsible for 22 military members. Responsible for requisitioning functions for 14 regionalized accounts in support of 386 aircraft, and 13,000 vehicles valued at $11.5 billion. Monitored database integrity for depot requisitions, cancellations, and status updates for 112,000 item records valued at $1.2 billion. Conducted weapon systems analysis on F-16/F-15/KC-135/HH-60 aircraft.
