

During his legal career at McGuireWoods, Mr. Richardson was elected as a Fellow in both the American College of Bond Counsel and the Healthcare Financial Management Association. He was also selected multiple times as one of the Best Lawyers in America in Public Finance Law and Banking and Finance Law, a Virginia Super Lawyer in Bonds/Government Finance, and Lawyer of the Year in Richmond Public Finance Law. Mr. Richardson retired from McGuireWoods on December 31, 2021 and was appointed State Treasurer on June 2 2022.
As Virginia's StateTreasurer, Mr. Richardson oversees the investment of public funds, management of tax-supported debt, issuance of bonds, provision of banking services, and administration of the state’s insurance and unclaimed property programs. Mr. Richardson also serves as Chair of the Virginia Treasury Board and is a member of ten other boards, including the Virginia Port Authority, Virginia Resources Authority, Virginia Housing Development Authority, and the Virginia College Savings Plan.
Prior to his appointment as Virginia's State Treasurer, Mr. Richardson had recently retired after almost 44 years at the McGuireWoods law firm, where he specialized in tax-exempt bond financings for state and local governments and agencies, public and private colleges and universities, private schools, hospitals, retirement communities, and other non-profits. He was the senior member of the firm’s Public Finance Department, recently served on the firm’s Board of Partners and Executive Committee, and chaired the firm’s Debt Finance Department.
