As the Records Officer, I run inmates through various software, Capture, NCIC, and Electronic Central File. I hold open houses for inmates to address issues in their files, check eligibility, and computation data. I answer inmates' questions regarding sentences. I conduct A&O briefings to newly committed inmates. I communicate telephonically with outside federal agencies regarding incarceration of inmates. I notify CCM officials via e-mail or routine inmate departures and expected arrival time to the Community Corrections Center. I provide inmates with the citations, policies, and statutes applicable to application of jail credit. I distinguish among types of inmate paperwork such as commitment and other court documents.
I resolve discrepancies with institution staff and/or inmate families. Review manifests. Monitor movement activity at least twice daily. I also check Daily Computation, Daily Release/File Preparation, Detainer Action Letter(s) reviewed by CMC/SCSS before inmates’ release from custody. I address Cop Outs sent to the Records department. Prior to inmates arriving by self-surrender, airlift, or bus, I prepare a file and maintain it in R&D for each inmate. Check the fax machine to determine if any court order concerning immediate release has been sent via fax. Monitor temporary releases such as writs and Interstate Agreement on Detainers.
Ability to perform all functions within the department and providing assistance during staff shortages or emergency situations. Remain abreast of all procedures affecting writs of habeas corpus, removal or extradition to other jurisdictions, and agency policies. Coordinate lawful exchanges of custody with federal and non-federal agencies. Perform duties related to the institution inmate locator center procedures. Provide notification to other departments regarding pending inmate movement. Ensure all inmate files are consolidated and labeled prior to transfer.
Ensure adequate levels of supplies and forms are available in the receiving and discharge department so processing of admissions and releases may proceed in an efficient manner. Responsible for providing notification to Secret Service or U.S. Marshals Service (USMS) regarding movement or release of special supervision cases. Monitor temporary releases and follow-up with state and federal authorities every 60 days to ensure that inmates are not being inadvertently released. Responsible for completing proper forms and notification upon inmate death or release.
Conduct quarterly file accountability reviews. Maintain an active index system and inactive card file. Assists the SCSS in file retirement, annual archive procedures, maintaining accurate SENTRY inmate Load Data and identification, maintaining internal controls related to newly designated inmates and RRC assignments as required. Provide staff and inmate's general responses to questions and interpretations of statuses and case law related to sentencing and movement issues. Assist in preparing responses to inmate requests for administrative remedy in relation to all areas of responsibilities.
Present information regarding receiving and discharge, the mailroom, and records office to the inmate population. Utilize the Rapid Biometric Identification System (RABID) to obtain updated photographs, fingerprints, and identification cards. Prepare transfer requests (BP-409). Monitor the Central Inmate Monitoring System (CIMS).
On frequent occasions, I would be acting SCSS. During this time, I would complete all duties and tasks that the SCSS performs. I complete daily releases timely, provide CIMS Clearances to the CMC for review, notify halfway house of inmate departure, report JPATS/MPAC/ANY Movement.
