Floyd Raymond Burditt Jr

- Serves as the US Food and Drug Administrations (FDA) expert for the Plant Sanitation and Control of Harvest aspects of the National Shellfish Sanitation Program (NSSP).

- Interacts on a daily basis with representatives of industry, trade associations, other federal agencies, foreign governments and FDA field offices on significant problems regarding shellfish safety.

- Responsible for making administrative decisions based on technical expertise, acquired knowledge and experience. More specifically, serve as an expert and authority and provides interpretations and recommendations to FDA management, FDA shellfish specialists, State and Foreign Shellfish Control Authorities (SSCAs), and others as directed on matters of policy, criteria, procedures, practices, and implementation of these related to the production, commerce, and consumption of safe molluscan shellfish.

- Provides routine and emergency scientific and technical expertise to the FDA Human Foods Program (HFP), FDA shellfish specialists, SSCAs, in response to conditions and emergency events that may potentially affect shellfish plant sanitation.

- Responds to shellfish disease outbreaks, on location if necessary, to evaluate possible factors such as the time/temperature abuse, plant sanitation issues, illegal harvesting from closed growing waters, etc, based on detailed investigations and analysis.

- Serves as the FDA authority on shellfish plant sanitation and control of harvest at shellfish related training courses.

- Trains and standardizes FDA field and policy personnel, as well as foreign officials, on Inspection procedures and policies related to molluscan shellfish plant sanitation and Control of Harvest procedures under the NSSP.

- Provides guidance on technical inquiries from state, international, and industry stakeholders, regarding plant sanitation and control of harvest issues as well as interpretations and advice on implementing NSSP Model Ordinance requirements.

- Drafts formal NSSP interpretations regarding NSSP Model Ordinance requirements concerning shellfish plant sanitation, control of harvest and shellfish related outbreaks.

- Performs annual critical reviews of State Shellfish Program Element Evaluation Reports (PEERs) and State Shellfish Program Annual Reports (APERs) submitted by FDA Shellfish Specialists to ensure their comprehensiveness and consistency/uniformity at the national level.

- Compiles data from PEERs and APERs into an annual Status of the States Report for the presentation to the Interstate Shellfish Sanitation Conference (ISSC) executive board.

- Serves as the FDA liaison to the ISSC Patrol Committee with responsibility for interpretations and oversight on patrol and enforcement of waters closed to shellfishing.

- Serves as the FDA representative to Task Force 2 of the ISSC debating all aspects of shellfish plant sanitation, control of harvest, and shellfish illness outbreaks and response.

- Serves as the FDA expert on matters of the Principles of Seafood Hazard Analysis Critical Control Points (HACCP), in particular the principles pertaining to molluscan shellfish. Identifies needs and provides technical advice, counsel, leadership, and comment for drafting new policy or proposed changes to the NSSP Model Ordinance that affect the shellfish and seafood industries.

- Identifies the need for, develops and provides technical advice in the development of new programs and initiatives that affect the shellfish and seafood industries.

- Maintains contacts with cooperating federal, state, local and foreign regulatory agencies, trade and cooperative organizations and the industry in an effort to achieve and maintain uniform and effective approaches to the resolution of problems in the shellfish and seafood industries.

- Conducts audits of state and foreign shellfish programs.

- Served at the Branch Chief of the Seafood Safety program for the State of Texas.

- Managed all work done by field staff.

- Reviewed and edited all data and reports generated from data.

- Trained and standardized all staff in accordance with the requirements of the NSSP.

- Served as the state expert on Seafood HACCP related to bivalve molluscan shellfish and crustaceans.

- Drafted state rules pertaining to the regulation of bivalve molluscan shellfish and crustaceans.

- Conducted federal and state law/regulation/guidance reviews.

- Represented the State of Texas on committees and task force for the ISSC.

- Served as the technical expert for seafood for the industry, and state personnel.

- Interacted on a daily basis with representatives of industry, trade associations, other state agencies, the US government and state field offices on significant problems regarding shellfish and crustacean safety.
