- Serves as the US Food and Drug Administrations (FDA) expert for the Plant Sanitation and Control of Harvest aspects of the National Shellfish Sanitation Program (NSSP).
- Interacts on a daily basis with representatives of industry, trade associations, other federal agencies, foreign governments and FDA field offices on significant problems regarding shellfish safety.
- Responsible for making administrative decisions based on technical expertise, acquired knowledge and experience. More specifically, serve as an expert and authority and provides interpretations and recommendations to FDA management, FDA shellfish specialists, State and Foreign Shellfish Control Authorities (SSCAs), and others as directed on matters of policy, criteria, procedures, practices, and implementation of these related to the production, commerce, and consumption of safe molluscan shellfish.
- Provides routine and emergency scientific and technical expertise to the FDA Human Foods Program (HFP), FDA shellfish specialists, SSCAs, in response to conditions and emergency events that may potentially affect shellfish plant sanitation.
- Responds to shellfish disease outbreaks, on location if necessary, to evaluate possible factors such as the time/temperature abuse, plant sanitation issues, illegal harvesting from closed growing waters, etc, based on detailed investigations and analysis.
- Serves as the FDA authority on shellfish plant sanitation and control of harvest at shellfish related training courses.
- Trains and standardizes FDA field and policy personnel, as well as foreign officials, on Inspection procedures and policies related to molluscan shellfish plant sanitation and Control of Harvest procedures under the NSSP.
