He has more than 40 years of experience with a unique blend of operations, management, business development, and executive leadership experience. He worked with more than 300 communities, both small and large, in North America, Asia, Latin America, Europe, and the Middle East on structuring PPP projects and partnerships from concept through full implementation. He has a proven record of accomplishment in developing complex, first-of-the-kind projects. He is a recognized industry expert in PPPs, energy management and utility management and optimization, and strategic planning.

  • I am currently serving as the Director for Systems Operations for the Western Municipal Water District
  • Responsibilities include management and oversight for potable water, non-potable water, wastewater, and recycled-water services
  • Oversee operations, personnel and technical services for the district’s systems operations, including the purchasing and wheeling of water to retail and wholesale customers
  • Responsible for development of the District’s comprehensive energy management program, including solar, battery energy supply systems, and micro-grid analysis
  • Serves as the Administrator for a 5-Agency Joint Powers Authority overseeing a 14-MGD Wastewater Treatment Plant and Recycle Water Program, with a $12m operating and $40m 5-year capital budget
  • Extensive experience working with Consultants’, Mayors, City Managers, elected officials, and senior-level government officials
