As a consultant, I helped companies, the largest engagement being CSC Generation, improve the health of their covered population while reducing costs by an average of 32%. My framework was based on the below two pillars:
(1) An ounce of prevention is worth a pound of cure. I personally signed up for various Direct Primary Care providers in the cities which my clients were based in to determine which organization offered the best care, and then recommended them to employers who would offer it as a free benefit to their covered population (with no deductible). Since so many people do not have a relationship with their PCP even if they have one, they end up over-utilizing urgent care and emergency rooms which only conduct triage at a very high cost, often via multiple visits.
(2) Incentives matter. Almost all company plans covers expensive medications (e.g., insulin) in full, but strangely does not cover functional medicine which could address the root causes of underlying illnesses (e.g., diabetes). I advised companies to steer their population towards HDHP (high deductible health plans) with real incentives for addressing chronic conditions vs. being medicated for life.
