Summary

I have over thirty-years of total law enforcement experience. Seventeen of those years include leadership experience as a direct supervisor and manager, at the rank of sergeant and lieutenant. I am currently in command of daily operations as a Patrol Watch Commander. Prior to my current assignment, I oversaw the Internal Affairs Unit, directly supervising internal investigations regarding alleged employee misconduct. Previously I was in Command of a Patrol Area where I planned, directed, managed and oversaw operations of the Fresno County Sheriff’s Office. I possess and continually demonstrate strong organizational and administrative skills. I have expertise in managing and authoring multiple grants, including managing multi-million dollars of grant funding and reporting statistical information to state and federal governments. I have eight years’ experience managing a multi-agency task force which included federal, state, and local law enforcement. I have extensive experience investigating, managing, and supervising complex officer involved shootings, death, crimes against persons and crimes against children.

Lieutenant- Patrol Watch Commander

Successfully managed emergency situations within patrol, utilizing the most effective use of resources for any given event.   • Commander of the Internal Affairs Unit, directly supervising internal investigations regarding alleged employee misconduct. Responsible for reviewing and assigning citizen complaints and internal complaints alleging violations of policy, procedure and/or law by Sheriff's Office employees. Also responsible for serving Discipline Orders to employees, attending Skelly Hearings and Civil Service Commission Hearings, drafting Last Chance Agreements (LCA) and Confidential Settlement Agreements, while directly coordinating with County Counsel’s Office and other labor law attorneys. Other responsibilities include managing the department Lexipol Policy manual, including creating new policy and updates to existing policies, as well as managing our Concealed Weapons Permit (CCW) Unit.

  • Assigned in a leadership position as an Area Commander managing and directing a total of fifty-three patrol deputies, detectives, and civilian personnel. This includes overseeing Area Property Detectives, the Fresno County Agricultural Task Force as well as managing the Field Training Officer (FTO) Program. Routinely representing the Sheriff and the Fresno County Sheriff’s Office while collaborating with allied agencies and community groups. Responsible for budget management, as well as the deployment and tracking of Community Development Block Grant funds. Mentored and trained sergeants and deputies.   • Direct supervision of detectives responsible for investigating sexual assault, child abuse, domestic violence, elder abuse, sex offenders, missing persons, and crimes against children. Supervised the authorization and execution of arrests, search warrants and last day filings. Networked with allied agencies and representing the Fresno County Sheriff’s Office at various monthly and quarterly meetings. Maintained detailed statistical data for proper tracking of criminal activity. Authored numerous grants, including a competitive domestic violence grant which added funding for an additional full-time detective and victim advocate. Managed a multi-agency task force, Central California Internet Crimes Against Children Task Force, consisting of sixty-two federal, state, and local agencies to combat the sexual exploitation of children. This included managing a 1.4-million-dollar budget and representing the Sheriff and the Fresno County Sheriff’s Office at hundreds of meetings across the United States.
