Alternate Site Safety & Health Officer
The U.S. General Services Administration (GSA), in conjunction with the Department of Homeland Security (DHS), awarded Clark a contract for construction of the DHS Building 1 project at the St. Elizabeth's West Campus in Washington, DC. Activities include: construction and interior fit-out of a 630,000-square-foot federal headquarters building (including interconnected seven- and nine-story office towers), stabilization and conservation of adjacent historical smokestacks and power plant buildings, slope excavation and stabilization (including installation of large-scale mechanically supported earth) retaining walls and foundation caissons), and utilization of low-embodied-carbon construction materials as in alignment with the goals of the Inflation Reduction Act. My responsibilities on this project include enforcing Clark’s Safety and Health Policy as well as local and federal jobsite safety standards, specifically the EM 385-1-1, U.S. Army Corps of Engineers (USACE) S&H Requirements Manual (2024), as well as managing on-site safety staff.

Under an integrated design and construction (IDaC) contract with the U.S. Army Corps of Engineers (USACE), Clark is constructing a 750,000-square-foot secure command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) facility that will include administrative, conference, and meeting spaces; operations support areas; and elevated pedestrian bridges. As well as improvements to roadways, landscaping, and other sitework. My responsibilities on this project include enforcing Clark’s Safety and Health Policy as well as local and federal jobsite safety standards, specifically the EM 385-1-1, U.S. Army Corps of Engineers (USACE).

On December 22,2020 INOVA Health System, in collaboration with the City of Alexandria and its development partners, announced plans to create a new healthcare and mixed-use development. This initiative is intended to expand Inova’s medical services in northern Virginia while supporting community needs through improved public spaces and amenities. As the Safety Coordinator, I was responsible for ensuring a safe, compliant, and efficient workflow during all concrete placement and finishing activities. My role focused on hazard identification, preventive measures, and maintaining a culture of safety within the construction team.
At Clark as a carpenter, responsibilities are to construct formwork for
constructing structures like foundations, walls, columns and slabs. Also to
reinforce by installing rebar and other reinforcement to strengthen
structures and to know how to measure, cut and shape materials safely.
