I currently review commercial developments, residential subdivision plan submittals for drainage, traffic, geometric design and safety compliance with Tangipahoa parish applicable ordinances and best engineering practices. I am the responsible authority for review and approval of utility permit applications/plans. I manage a team consisting of a Project Manager-Engineer Intern, Lead Engineering Tech and three engineering techs. I evaluate conditions of roadway, bridge and drainage infrastructure with Tangipahoa parish right of way. I design cost effective solutions for improvements, draft contract proposals, implement the bid process, oversee construction and inspection as well as approve change orders and final payment. I prioritize infrastructure needs within budget parameters. I recommend and draft ordinance revisions and submit to the council for approval. I draft approval letters for roadway infrastructure into the parish system. I draft bond request amounts to developers and oversee inspection until acceptance at council.
Served as primary assistant to the District Operations Engineer and was responsible for administering and directing activities for approximately 55 employee staff with a six parish district. I managed 3 state welcome centers, five movable bridge houses- three of which were staffed 24hrs and one hundred and seven buildings totaling 246,734.00 square feet. I ensure employees and task at hand comply with applicable Louisiana civil service regulations, DOTD policies and procedures, coast guard, La State police as well as other state agencies and local parish-city ordinances. I approved payroll was correctly processed. I requested positions to be posted and coordinated interviews and the hiring process with HR. When necessary, I documented and administered disciplinary action up to termination. I completed multiple performance evals and ensured subordinate staff also completed for compliance. I designed, estimated material, labor cost, and coordinated all state highway infrastructure projects. These include but was not limited too; asphalt overlay district program, culvert replacement up to 108'' including box culverts and tanker cars, Interstate sound wall repair, raised pavement markers, open and subsurface drainage repair, Concrete and bridge repair, parking area design and build out. I served as the emergency operations contraflow coordinator for emergency events which included design, annual field exercises and implementation. I coordinated with the dept of Louisiana Tourism to ensure contract compliance at welcome centers, security performed daily, and building and grounds were maintained and in ADA compliance.
Managed District 62 permit office operations for six parishes which included review and approval. Permit types consisted of commerical and residential access, residential subdivision access, turn lane, signals, subsurface drainage, vegetative planting and removal, street lighting, signs, geophysical and movie production. Served on various committees to revise title 70 state law and numerous DOTD policy and procedures. Coordinated meetings-resolutions between private property owners, utility providers, engineering firms,permit applicants, real estate personnel, elected government officials as well as federal state and local agencies. Served as Joint use agreement coordinator which consisted of negotiating solutions, drafting and processing documents for the legal use of state owned property. Served as railroad coordinator for district 62 six parish area, which consisted of railroad crossing inspection reports. Served as Emergency La DOTD -LNO which represented DOTD at the Tangi parish EOC center. I served as a liaison for DOTD to many agencies during emergency events.
Planned operations for the district training office which including determining comprehensive training needs of approximately 400 employees, by developing, obtaining, scheduling and delivering this training. Evaluating results and consulted with administration, supervisors, safety staff and others to ensure improvement in employee performance. This training consisted of complex engineering ie; asphalt mix designs, asphalt placement, concrete mix design and placement, embankment and basecourse, structural concrete pile driving and bridge building, nuclear gauge operation testing, iri profiling of pavement, commercial drivers license classroom, written and hands on testing, traffic control management, equipment operation, and numerous Human resource topics only to name a few. Conducted regular quality control inspections on district project engineer managed projects to ensure project inspection compliance. Certified asphalt and concrete plants as well as contractors haul trucks and related equipment met state compliance.
Project manager on various projects including but not limited to pipe installation, asphalt paving, soil cement, lime treatment, guardrail, bridge building, surface treatments, drainage improvements and rest area removal. This included inspection of work to ensure contract and plan compliance. It also involved Sampling and testing of materials and workmanship throughout project, Drafting change orders, using survey equipment, documenting of daily field diaries, coordinating of contractor meetings in order to ensure project was built to specification and within allotted time schedule. I retired from LADOTD in September of 2022 at 49 years old to work at Tangipahoa parish government. I left a proven track record of success by implementing efficient procedures that benefited employees as well as the public. I am blessed to have had work with some wonderful people and see the industry improve in many ways. I am at the peak of my career and love lending my experience to further others careers.
