Responsible to lead and perform audits and surveillances to verify that contractor's Quality Management Systems and processes produce services and products that conform to pre-established government requirements. Reviews and evaluates Objective Quality Evidence, to include work specifications, instructions, technical manuals and drawings to identify quality characteristics critical to product acceptability. Performs in-process inspections and evaluations of special control processes including welding, cableway installation processes, preservation of critical coated areas, and calibration to ensure contractor's conformance to required specifications.
Responsible, as Lead External Auditor, for initiating correspondence to contractors and other government agencies relative to administration of contractually required quality assurance programs. Manage and perform the evaluation, auditing, and surveillance of the contractor's quality systems, special processes, and material controls to assure all quality elements required of contractor's products and services are met.

This position was created for me to resolve know issues with NAVSUP WSS Code 87 Defective Material Screening and Disposition. As a GS-0830-11 (former position held from 02/2010 to 08/2012), my work required the knowledge and qualifications of an engineer, in addition to, performing those duties closely associated with logistics management and quality assurance. My work was highly technical in nature, such as: translating design and engineering data into logistics support concepts, determining subsequent requirements, and executing a systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established. Thereby, ensuring all products and services conform to established technical requirements and overall satisfactory performance is achieved. All of which, requires the knowledge, skills, and abilities of a person with a sound engineering background. Therefore, closely relates, and is competent to, the level of work performed by a logistics manager, GS-0346-11, and a quality assurance specialist, GS-1910-11. Accordingly, such work can be classified as both, the Logistics Management Series, GS-0346, and/or the Quality Assurance Series, GS-1910, even though it is being performed by an employee (myself) who both, meets the qualification requirements of the Mechanical Engineering Series, GS-0830, and performs them as well.

Assigned equipment's are Reactor Vessels, Steam Generators, Pressurizers, Main Coolant Pumps, Charging Pumps, Secondary Cooling Pumps, Primary and Secondary Reactor Plant System Nuclear Level One Valves, Rod Control Equipment, Radiation Control Equipment, Nuclear Grade Chemicals, Low Chloride Pipe Insulations, High Efficiency Filters, Fasteners, Silver Brazing Rings, Weld Rods, Electrodes, Pipe, Barstock, Fittings, and other mechanical equipment installed in or used for maintaining Nuclear Propelled Ships and land based prototypes.
Responsible for all actions associated with the screening and segregating of defective material movements, per Product Quality Deficiency Reports. This consists of the following: all stock screening actions including notification to Navy and DLA stock points, use of the transaction history file to notify end use customers of requisitions filled with suspect material, screening of On Board Repair Parts (OBRP), providing MILSTRIP documents to effect movement of material to organic activities for inspection and repair, monitoring the status of inspection and organic repair, monitoring the return and repair/replacement of material to commercial contractor facilities, ensuring all assets moved for inspection, repair, replacement are returned to the supply system, issuing Naval Messages to the FLEET (when necessary), balancing the logistical needs of new construction, overhaul and ship alteration with the integrity of the supply system. These actions require working with SUPSHIP, NAVSEA 08H (Naval Reactors), Naval Shipyards and NAVSUP WSS 875 Program managers to minimize impact to schedule and availability when defective material is discovered.
