Justin Clark is a veteran law enforcement officer with over 16 years of experience, currently holding the rank of Lieutenant in the Criminal Investigations Division. Lt. Clark began his career with the Warner Robins Police Department in February of 2008 as a Patrol Officer until being promoted to Detective in 2012. Lt. Clark specialized in violent crimes investigations. He continued his role in the investigation and prosecution of criminal street gangs. Lt. Clark is well respected in the Georgia Gang Investigators Association and has been a member since 2011. He has been called upon to give expert testimony in both Superior and Juvenile Court. Lt. Clark is called on to assist other agencies in the area with gang investigations. He taught instructional classes on the topic of street gangs to law enforcement, probation officers, and citizens.


Lt. Clark was called upon many times while serving as a detective for his experience in investigating homicide cases. He was the lead or assisting investigator in over 20 homicides between 2012 and 2021. Lt. Clark is an accomplished cold case investigator as well. He spent five years investigating the 1975 homicide of Cheryl White. His investigation resulted in an arrest of the offender in 2017. Lt. Clark also made arrests in two additional cold cases, one homicide and one rape.


In April of 2021, he was promoted to Sergeant and remained assigned to the Criminal Investigations Division (CID). He was responsible for up to 11 detectives, depending on staffing. While Sergeant in CID, he revamped the process in which cases were assigned, allowing more attention to be shown to cases with better solvability factors.


In March of 2024, he was promoted to Lieutenant and remained assigned to the Criminal Investigations Division (CID). Lt. Clark oversees up to 2 Sergeants and 11 detectives. He has extensive experience in the budgeting process for the division, coordinating training for detectives, and procurement of equipment while being a supervisor in CID. He maintains all cold case homicides for review and investigation. On two separate occasions Lt. Clark has assumed the duties of Investigation Captain. Once when the former Captain retired and again when the current Captain has gone on extended sick leave. Lt. Clark handles media relations in major cases, providing on air interviews to local and national news outlets. He also maintains strong professional relationships with the media and community stakeholders.


While Lt. Clark directly oversees the operations of the Criminal Investigations Divisions, he also assists in supervision of the Identification and Criminalistics Division of the police department due to this department having a vacant Lieutenant position. Lt. Clark has worked closely with Identification and Criminalistics Division over the last 12 years as a detective and a supervisor. Lt. Clark also works closely with the Narcotics Investigation Unit, assisting with surveillance and execution of search warrants. Both the Identification and Criminalistics Division and the Narcotics Investigation Unit are under the umbrella of Investigation Commander.


Lt. Clark currently serves on the Georgia State Intelligence Network (GSIN) board of directors. In this role, he coordinates training, lodging, and finances for GSIN conferences. He is also the liaison for the Georgia Bureau of Investigation gang information portal and serves on the Houston County Child Fatality Review Board. He coordinates with the District Attorney's office on a regular basis regarding cases and investigations. Lt. Clark also donates time to giving back to the community through programs such as Shop with a Cop, as well as speaking at schools, community events and public forums. Lt. Clark has made many relationships in the law enforcement community throughout the state and utilizes the relationships to further the goals of the Warner Robins Police Department.
