  • When I was assigned to the National Instant Criminal Background Check System (NICS) as the Unit Head, this leadership position provided me the opportunity to assist civilian and enlisted members to accomplish tasks and meet bureau goals.
  • Directed a team of thirteen (13) civilian members in the NICS Unit.
  • One major component of the NICS Unit is to approve or deny firearms transactions for Federal Firearms License (FFL) dealers within the state following the permanent provisions of the Brady Handgun Violence Prevention Act using Title 18 United States Code, Section 922, in addition to states law N.J.S.A. 2C:58-3.
  • Handled daily decisions regarding the denial of firearm purchases at a retail State Firearms Licensed Dealer.
  • The NICS Operation Center transmits a formatted message to the Federal Bureau of Investigation (FBI), NICS Operation Center accessing the Interstate Identification Index (III), National Crime Information Center (NCIC) hot files and the NICS Index.
  • In addition to these files, the NJSP NICS Operation Center accesses the following New Jersey databases: the Administrative Office of the Courts (AOC), Domestic Violence Central Registry, the New Jersey Motor Vehicle Commission (NJ MVC) files, and the NJSP Firearms Investigations Unit files.
  • Applied gun law knowledge to support the NICS Unit in decision-making.

  • With limited awareness of the passing of this new law, I had to contact the New Jersey State Police Programming Unit to ensure new data collection would be made.

  • I submitted an application request to the Programming Unit to receive new status categories in the NICS system to maintain a flawless flow of data being collected in the State Of New Jersey for private gun sales.

  • As the project manager, I needed to effectively communicate with the Director of Law and Policy Program at the SEARCH office.
  • I further communicated the Search Analytical Tool with a conceptual idea of the project to the New Jersey Office of Information Technology (NJOIT) for approval.

  • The Records Assembly Unit manages the Offender Watch database that was formerly known as the New Jersey Sex Offender Registry (NJSOR) system.
  • I assisted RAU to manage submissions from all twenty-one counties in the State of New Jersey to ensure accurate, complete records before public publication to the New Jersey Sex Offender Registry web site.
  • Requirements of Megan’s Law, the unit is mandated to contribute all sex offender records to the federal Convicted Sexual Offender Registry File.
  • During my tenure, I had multiple meetings and conversations with the Office of the Attorney General for the State of New Jersey on how we could improve upon the sex offender registry.
  • I independently began to explore the process of an improvement to have an already Federal Law implemented in the State of New Jersey that would require all registered sex offenders to file an international travel application twenty-one days before departure from the United States.
  • With limited funding available and as the Unit Head for the Records Assembly Unit, I was required to seek outside sources to finance the legislative mandates.
  • With my awareness of the OffenderWatch sex offender registry system, I submitted a grant application to receive funds from the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking (SMART) office.
  • The Support for Adam Walsh Act Implementation Grant has been denied for our organization for the past two (2) years.
  • With my commitment, I rewrote the grants narrative, budget details, timelines, abstract, and other supporting documents to reflect new ideas and proposals for the OffenderWatch system.
  • One of these ideas was to implement the use of a tracking system for sex offenders who attempt to travel out of the country from the State of New Jersey.
  • OffenderWatch will configure, activate, enable, modify, and begin operation of OffenderWatch's 21-day advance notice of international travel requirement within three (3) months of funding.
  • Through my initiative and awareness, grant proposal was approved for $224,612 to enhance the tracking of sex offenders who travel in and out of the State of New Jersey.
