Facilities Maintenance Specialist

As a facilities maintenance specialist I have been responsible for processing requests for utility and facility support while tracking outages. Research outage impact and coordinate the outage between the requestor, technical codes, customers, police and fire personnel, and the construction management team to ensure minimal impact. Account for and prioritize issues based on impact to mission, quality of life for customers and other pertinent factors. Responsible for prioritizing and ensuring the availability of production department resources to support emergent, urgent and routine work for all production department work groups and refers technical or trade related issues to the appropriate trade authority. Primarily accountable for administration of all planned and unplanned outages in accordance with PWD instructions and operating procedures.
As a facilities specialist I provide staff support and am accountable to the Production Division Director, serving as the resource manager and on-site representative during working hours as well as on back shifts, weekends, and holidays, ensuring coverage within the team 24 hours a day, 7 days a week, 365 days a year. Considered the highest level of authority in the absence of the Production Division Director, Deputy Public Works Office and Public Works Officer. Responsible for management of all work within the production department during nonstandard business hours in the absence of normal supervision and ensure that appropriate senior personnel are kept fully apprised of progress and problems of all jobs under the cognizance. Advise appropriate supervisory staff on problems identified relating to non-availability of materials, inadequacy of manpower, and mission effect of outages. Resolve all problems requiring an immediate resolution and advise senior leadership of incidents and solutions. My responsibilities have also included to stay informed of the general progress and conditions of the jobs in which the Production Department is lead or key, as well as for all jobs which the Production Department provides assistance. Required to maintain and project the highest degree of professionalism while communicating situation status and solutions to issues affecting customer activities and commands. Remain able to communicate with all levels of employees, possessing the ability to assess a variety of broad and complex work problems, along with having a high level of situational awareness for critical issues and facilites outages.

Electric Power Controller

As an Electric Power Controller my duties have included but are not limited to, controlling electric power generation, monitoring imported electrical utilities, initiating and paralleling gas combustion turbine and diesel generation. Also, responsible for overseeing Fast Load Shed system and maintaining sufficient electrical supply to meet shipyard demand. Being trained in Island Mode and Dead Station Start situations. Proficient in the knowledge of the LOTO system, requiring keeping logs, including assigning and clearing both red and yellow tag serial numbers for all NAVFAC electricians assigned to the ROC. I have been responsible for dispatching Back Shift Representative, Utility Electrician, High Voltage Electricians, High Pressure Air technicians and Dry Dock Service personnel to assignments out in the field. Have extensive knowledge of facilities locations, electrical distribution, dry dock and pump-well operations. Skilled in current safety practices and ORM. As an Electric Power Controller I have been well versed in the ability to work rotating shifts, including nights, weekends and holidays. Have also demonstrated the ability of being a Team Player by volunteering to cover other shifts in order to accommodate for sick days and vacation time as well as extra storm coverage.

High Voltage Electrician

As a high voltage electrician, I routinely perform the installation, maintenance and repair of the high voltage electrical distribution equipment on a system that serves a large industrial facility with a wide variety of uses. These include industrial operations which have large load changes, reactive loads which require control of the power factor, and some peak loads which require setting up to operate control boards, generators, remote and manually controlled transformers, switches and circuit breakers. During daily activities, I have performed the operation, maintenance, monitoring and testing of distribution sub stations, transmission and distribution lines. 15KV air, oil and gas switches, 15KV circuit breakers, dry type and oil filled transformers, motor generator sets, 4000 amp DC rectifiers, 600 volt class motor control centers, 480 volt distribution load centers, and I am proficient in the use of trade related tools including amp meters, volt meters, megohmeter (megger), DLRO, high pot, VLF test set, thumper, power factor test set, high current test set, computer monitored SCDA equipment, conduit benders and threading machines, power quality analyzers and other recording meters which I use to determine power factor, peak loads, and use to determine abnormal conditions such as circuit overloads, improper line voltages, and equipment temperature. I have used mathematical skills to determine items such as the amount of resistive and reactive loads, and phase relationship of loads in order to identify unbalanced low efficiency loads, circulating currents, or other undesirable conditions. When conditions have been identified, I make necessary corrections by adjusting controls such as balancing loads by adjusting phase relationships to improve power factor, or changing transformer taps to regulate feeder voltage, switching to other equipment, or
isolating the affected circuits. The Portsmouth Naval Shipyard is serviced by an underground distribution system where I perform frequent testing of 15KV lines, locating faulted cables, removal and replacement of failed lines, as well as the splicing of termination of medium voltage conductors. As a qualified utility switch operator, I perform primary and secondary voltage regulation, operate frequency control devices, operate control boards, remote and manually operate transformers, switches and circuit breakers. I have on several occasions, tied our generation to the utility system using both manual and automatic synchronous methods. During base wide outages, I have performed load shedding activities and actively performed restoration of priority customer's, interpreting operating instructions and distribution equipment operating criteria to determine the proper time to switch in other feeders, tie in parallel equipment, adjust transformer taps to keep within the specified operating range of voltage and current, or set up the system to handle priority loads. I use circuit diagrams and equipment layout drawings in order to develop switching orders required to determine which electrical items, such as circuit breakers and transformers can be operated, what rerouting can be done to provide power to undamaged portions of the system, and what circuits should be opened to allow others to make repairs safely. I am routinely used as the back up electric power controller foreman to oversee operations when the foreman is away. Communicating orally and in writing with different contractors and contracting agencies to ensure the job completed on time and correctly. Electrical work on live circuits high and low voltage as needed. Understand and follow all EM385 rules and regulations to perform safe work.
