  • Served as the Contracting Officer Representative (COR) for the KUPONO Government Services Contract, N00604-15-P-3451, IDIQ (Indefinite Delivery, Indefinite Quantity) Contract for Telecommunications and Information Technology (IT) Services and Products.

My responsibilities:

  • Demonstrate an appropriate understanding of Federal Government and DOD Contracting and Procurement Policies, practices, and processes. Consistently complies with the duties and responsibilities of a COR. Performs effective and proactive technical monitoring and administrative oversight of contractor's work and the quality of deliverables, cost, and schedule, as applicable.
  • Keep the contracting officer's informed of any progress and problems.
  • Monitors the contractor's efforts to ensure they meet the technical requirements of the contract, in accordance with the required delivery schedule.
  • Ensure the government meets its contract obligations
  • Review, evaluate, and accept monthly invoices in the WAWF (Wide Area Work Flow) System. Ensure all hours are accurate and does not exceed allotted amount.
  • Provide guidance with regards to any administrative contractural issues. Promptly reject any work that does not comply with contract requirements.
  • Assist in contract close outs.
  • Coordinate and required training (on-island and off-island), prepare cost estimates on Airlines, Hotel, and Per Diem.
  • Reports the contractor's performance using the Contractor Performance Assessment Reporting System (CPARS).
  • Maintains all required files: Designation letter, copies of the contract, orders and all modifications, all correspondence between myself, Program manager, and Contracting Officer, billing invoices, training/travel receipts and documentation, completion certificates.
  • Assist Contracting Officer in developing Quality Assurance Surveillance Plan (QASP) to maintain an effective quality control program throughout the course of the contract. Conduct periodic assessments on the Contractor's performance.
  • Responsible for (10) contractor's at different locations. (2) at DISA-PAC and (8) at NCTAMS PAC - QA & Engineers. Receive their monthly reports, and track their time and personal time off (PTO) hours.
  • Serve as a Trusted Agent (TA) for the government, and verify that all applicants are properly vetted.
  • Served as temporary Government Furnished Property (GFP) Manager for 6-months. Manage and Maintain JHITS equipment, GFP correspondence, End of life equipment.
  • Processed all JHITS Login Applications.
  • Review and sign all Service Acceptance Reports (SARS) for work completed by contractor.

  • Review and interpret customers telephone requests (TSR) form and produce a Service Request (SR) by utilizing the JHITS COMIT system. Orders are tracked from start to completion. Customer is notified on status.
  • Prepare Customer Service Authorization (CSA) forms for all Non-HITS/JHITS services (Cellular, Commercial services, and circuit requests).
  • Receive and track all incoming procurement documents, and routes to the proper technician who is responsible for that account.
  • Provide Telephone service to tyhe Fleet (Homeport, Transient, and Foreign vessels) for Ship to Shore requirements and RIMPAC Exercises. Coordination made between Port Operations and Hotel Services on dates/times of all connects and disconnects. Verify availability of funds. Process request to AT&T for processing.
  • Updates databases regularly when changes are required.
  • Establish and maintain an effective relationship with working associates.
  • Work closely with Contracts and Planning personnel when working on requirements/installation of Multi-line Key System Units (KSUs).
