  • As Senior Contracting Officer, provides expert guidance in all types of procurements, to include systems and services, commercial/non-commercial, and information technology.   • Administrative Contracting Officer for Recreation One-Stop (R1S's), www.Recreation.gov. This is a 10-year, no ceiling value, inter-agency contract between the Forest Service and 11 other agencies. Acquired contract where no performance measurements had been established at onset and led team to identify quantitative metrics and negotiate acceptable quality levels.
  • Served two details ensuring contract support and mission readiness during the COVID-19 emergency. Targeted clean up effort on areas of office non-compliance including electronic conversion of all contract files and significantly reducing the backlog of CPARS from over 200 to under 20, and reducing contract close-out list from over 1,500 to under 500.
  • Led source selection for National Geospatial Services IDIQs that significantly lowered prices-representing an average labor rate reduction of 33%. Issued 46 task orders issued against the contracts.

  • Managed a contracting section and executed oversight of an Advisory and Assistance Services (A&AS) contractor who procured Top Secret classified services.
  • Led source selection for $3.6B Range Support Services II, a 16-year Requirements contract with 12 different service areas across multiple, geographically separated locations on 2.9 million acres. Acquired a struggling source selection that was 9 months behind schedule and caught it up to ensure timely contract award. Provided coordination of 20 different Collective Bargaining Agreements.
  • Contracting Officer for a $700M source selection for Airlift Operations and Maintenance. Awarded ahead of schedule with no protests. Processed a waiver for non-value-added source selection procedure of evaluating past performance, as government pre-vetted vendors. Developed a timed test as a method of evaluation of contractors' technical proposal. Customized special “H” clauses to meet unique customer requirements.
  • Negotiated and awarded multiple contracts with foreign contractors and governments-spearheaded an $8M contract to a Polish contractor (their first contract with the US).
  • Discovered a contract solution that served as a precedent for future requirements. Awarded a $3.5M contract with a foreign instrumentality using 10 U.S.C. 2373 (non-FAR based contracting).
