Matthew Guanci

• Developed cutter and aircraft patrol strategies, fostered international relationships, provided decision documents for Coast Guard leadership, facilitated subject matter expert exchanges, and leveraged and strengthened ties with interagency and international partners to counter IUUF activities across the Indo-Pacific region.
• Provided technical expertise to Coast Guard leaders and international partners on IUUF practices and counter efforts, including multinational operations, academic research, U.S. and international policy, and strategies related emerging capabilities that advance the Coast Guard and regional counter IUUF mission.
• Collaborated with Coast Guard HQ, NOAA, and international partners such as FFA and WCPFC to develop strategies and plan/implement operations to counter regional IUUF.
• Provided briefings to U.S. and international governmental delegations both in office and during overseas visits to partner countries. Current Coast Guard Liaison to FFA.
• Drafted and edited information products, including facts sheets/bulletins, command briefings, and policy statements on counter IUUF policies.

• Assigned to Coast Guard Northeast District. Worked with Coast Guard and NOAA Gloucester Office to improve
  NOAA/Coast Guard enforcement of fisheries laws/regulations and coordinate opening and closing of offshore
  fishing grounds in New England.
• Worked with NOAA to document and resolve violations of fisheries laws and regulations found during boardings.
• Deployed to U.S. Department of Health and Human Services (HHS) as part of national COVID response. Coordinated activities of five national level working groups comprised of senior members of HHS, CDC, and NIH. Developed information products such as dashboards, in action plans to implement nationwide COVID mitigation measures.

• Collaborated with 15+ domestic and foreign partners to plan U.S. Coast Guard air and surface patrols to counter and deter IUUF fishing across Oceania.
• Worked with NOAA and WCPFC to enforce U.S. laws and international measures on three U.S. high seas fishing fleets.
• Coordinated with the Pacific Quadrilateral Defence Coordinating Group (PQUAD) members in French Polynesia, Australia, and New Zealand to align counter IUUF policy and activity on the high seas and in foreign EEZs.
