FACILITATOR OF EMPLOYEE RELATIONS POLICIES, PROCEDURES, AND REGULATIONS: I serve as the Headquarters Employee Relations Team Lead to a staff of 12 Labor and Employee Relations Specialists. CONTRACT INTERPRETATION AND GUIDANCE: Served as the sole Labor and Employee Relations (L/ER)Specialist to all bargaining and non-bargaining unit employees of the Immigration Records and Identity Services(IRIS), Office of the Chief Financial Officer (OCFO), Office of Chief Counsel (OCC), and Office of Performance and Quality (OPQ) directorates. I provided expert guidance to USCIS senior leadership and management officials on a wide range of federal Human Resources (HR) laws, regulations, policies, executive orders, Memorandums of Agreement (MOA), Supplemental Agreements, and directives. EXPERIENCED IN THE FULL RANGE OF LABOR AND EMPLOYEE RELATIONS:

Responsible for preparing written work products and presenting them orally to BUEs, union officials, management officials, and individuals outside of the agency. When it appeared there was a systemic issue present within one of my areas of responsibility, I compiled the relevant data and presented it to the appropriate management official(s). While in this position, a shop within my area of responsibility was having significant unscheduled leave issues. I was able to put together an excel spreadsheet illustrating how allowing this misconduct to continue impacted the operation as a whole. I outlined the staffing issues caused by failing to address this behavior on the front and backend with jobs being delayed and the additional cost associated with backfilling employees who demonstrated a habit of leave abuse. As a result, we implemented a system that required the supervisor to complete a written discussion for each unscheduled absence. The supervisor was also responsible for compiling the discussions monthly and consulting with me regarding employees who incurred three or more unscheduled absences. In addition, I have also completed or contributed to:


• Served as the Chief Negotiator between the USCG and the Tidewater Union regarding the Vaccination Implementation Plan Guidance that was recently issued.

• Assisted in making revisions to the Master Labor Agreement negotiated between the USCG and the American Federation of Government Employees Council 120 (AFGE). I was responsible for reviewing and editing the language in two articles for renegotiation.

• Served as the Agency's second chair in Master Labor Agreement (MLA) negotiations.

• Trained and certified mediator in the DHS Shared Neutrals Program. Successfully mediated six cases for FY 2022.

• Successfully completed the FMCS two-week negotiations training.
