  • Product Line Manager, within the enterprise IT Office of the NSA’s Technology Directorate (January 2010 to August 2013) As Product Line Manager (PLM) for Application Hosting, Mr. Gold worked with the Senior Management to implement Agency strategic objectives. He worked with Government staff to help ensure that all necessary resources were allocated across the enterprise, and that all service-related projects were executed and maximized for benefit to cost. Resources were delivered in keeping with established timetables. Mr. Gold received a Certificate of Appreciation for his contributions towards producing NSA’s Congressional Budget Submission. The Certificate is from General Keith B. Alexander, Director of NSA. He also received numerous other letters and certificates of appreciation for contributions provided.
  • Senior Program Manager for the Operations & Maintenance (O&M) IT Program supporting Pension Benefit Guaranty Corporation (PBGC), Washington DC. (July 2008 to January 2010)
  • Program Manager for a 100-person (including four subcontractors), $70M multi-year GSA contract that provides desktop, LAN/WAN, helpdesk, database, platforms, testing, and security services support.
  • Received the 2008 CSC President’s Award for Excellence in Business Initiative.
  • Successfully provided PBGC with infrastructure operations support. Provided end to end IT solutions and support for over 2500 users at PBGC.

  • Successfully mitigated an inherited $3,000,000 program budget overrun, and turned it into a $500,000 positive budget.
  • Developed 10 Levels of Effort (LOE). These LOEs were successfully awarded as “internal growth” new task orders to the O&M Team. The new task orders were over $2,900,000.00.
  • Overall responsible for successful implementation of ITIL Transformation.
  • Implemented PBGC’s ITSLCM process.
  • Led implementation of multiple full cutover Continuity of Operations Plans (COOP) exercises. COOP exercise received a score of 98 % out of a possible 100%. All COOP exercises led by Mr. Gold were declared successful by PBGC Federal Staff.
  • An internal CSC Delivery Assurance Review (DAR) team assessed Mr. Gold’s performance as Program Director to be “A Major Strength” of the PBGC O&M Program. This finding was concluded and briefed to Senior PBGC IT staff as well as the President of CSC. After interviewing 36 people including Federal Staff, CSC employees, and his sub-contractors, the DAR team also concluded: “The PM is appreciated and respected by all Clients, Partners and CSC personnel”.
  • IT Security Manager for Pension Benefit Guaranty Corporation (PBGC) IT Support Contract, Washington DC. (February 2008 – July 2008) selected as one of the key personnel in the bid proposal for the PBGC IT Operational Support Contract. He developed the security solution for the proposal. He also briefed his solution during the Orals phase of the contract bid process. His Security Solution contributed significantly to CSC winning the $70 million performance-based IT Support Contract. Implemented a full scope security program within the IT Operations group of PBGC. He managed a security team that provided IT Security across a very diverse customer environment.
  • Program Manager for the IASSURE Network Infrastructure Products & Technology (NIP&T) Task Order. Computer Sciences Corporation (CSC), Annapolis Junction, MD (June 2006 to February 2008) Supported the government customer by developing and executing the Policy Based Access Control (PBAC) project plan that built the customer a Service Oriented Architecture (SOA) and PBAC test and Evaluation lab. He was responsible for helping the client develop a statement of work for 11 PBAC tasks. These tasks constituted the execution of over $8 million in business. Responsible for the test and integration of several PBAC products. Some of these products were utilized in the Navy’s SPAWAR JRAE 06 exercise. Managed the security testing of the Coalition Information Sharing Architecture (CISA). The CISA pilot at HQ USCENTCOM aspired to collapse the multiple SECRET-level networks (SIPR, CSD, CFE, MCFI, GCTF and one bilateral) to a single physical network, including a single domain and single infrastructure. Successfully tested architecture against the DCID 6/3 Protection Level-3 and Protection Level-4 requirements. Additionally, the requirements of the DIACAP, JAFAN 6-3, DoD8500.2, DoD8540, and Security Technical Implementation Guides (STIGs) were tested. Test team received high accolades from both DISA and NSA for doing a thorough assessment of the architecture. Mr. Gold managed over 30 employees.
  • Senior Manager (April 2004 – June 2006), Responsible for the day-to-day operations of a Vulnerability Assessment and Penetration Testing task. Managed 53 team members through four operational teams with different functions. Teams included a Documentation and Evidence Gathering Team, Lab & Office Operations Team, Vulnerability Coordinators Team and Vulnerability and Penetration Testing Team. Responsible for the strategic planning as well as crucial decision making for each of the teams. Responsible for all budget planning and performance schedules for all teams. Responsible for financial aspects of this task. Continually managed assigned budgets within target. Responsible for the resource planning for all assigned team members. Provided accurate inventory control for over $ 10 million dollars of equipment. Provided accurate weekly and monthly reporting to the Government Client to include developing metrics, charts, tables, graphs and diagrams. Responsible for hiring qualified personnel to maintain a top-rated staff of employees at all times. Responsible for briefing Corporate and Government management on key issues and areas related to the task.
  • Department Manager (September 2001 – August 2004), with Eagle Alliance, Mr. Gold organized and developed the Prevention and Response Department. He implemented a fully functional and successful unit within Eagle Alliance. His department received numerous accolades from both Eagle Alliance upper management and the client. Responsible for developing and implementing the Eagle Alliance Vulnerability Assessment (V&A) program. The V&A program was recognized by the client as a model program to be emulated. Implemented an EA configuration of audit service level agreement that was recognized as a valuable asset by senior EA management. Topology Mapping team provided much needed topology support to the client despite using a legacy tool set. Implemented the System Security Engineering – Capabilities Maturity Model (SSE-CMM) within his department. Department was fully International Standard Organization (ISO) – 9000 compliant and was an integral part of Eagle Alliance receiving its overall ISO 9000 compliance certification. Mr. Gold managed 13 employees.
  • Program Manager (August 2000 – September 2001) for The Ballistic Missile Defense Organization (BMDO), Mr. Gold was responsible for BMDO’s Information Assurance Program. He provided certification and Accreditation guidance to the National Missile Defense (NMD) program with special emphasis on the BMC3 component. Instrumental in establishing a functional network security capability to BMDO through a unique monitoring mechanism called an Information Assurance Operation Center (IAOC). The IAOC monitored firewall and NT log reports, Information Assurance (IA) vulnerabilities, intrusions, and attack warnings. Developed reconstitution capabilities, and conducted inspections on all network components. Conducted multiple Vulnerability Assessments using automated and manual methods. Provided Information Assurance Program planning and assistance to various segments of BMDO, to include on-site evaluation support. Successfully implemented the Department of Defense mandated Public Key Infrastructure (PKI) into the BMDO environment. Raised IA awareness to many senior managers within BMDO and briefed the BMDO Commander & his staff on IA areas related to BMDO. Directed all financial management of this program. Managed a $6 million budget and met all budget targets. Responsible for accurately monitoring financial projections and expected burn rates. Accurately managed a $ 1 million equipment budget and met all targets. Responsible for contract administration of five sub-contractors assigned to the program. Reported financials to upper management on a monthly and quarterly basis. Responsible for all personnel staffing and the day-to-day activities of 13 employees.   • IA Security Task Lead with CSC on USAID Contracts
  • Security task lead for USAID’s Integrated Financial Management System (IFMS) project. He provided information security support for the IFMS Program in accordance with federal and local regulatory requirements to include OMB A-130, GAO and NIST publications. Developed an approved life cycle-based security program for the IFMS that included a certification and accreditation program. Supervised four engineers.
  • Security task lead for USAID’s New Financial Management System (NFMS) project. Delivered an approved OMB A-130 compliant major application security plan and action plan. He also developed the Certification & Accreditation package that is currently being implemented. Ensured that critical security services were implemented to include Access Control, Data Availability. Supervised four Engineers.
  • Operations Security Task Lead, Completed several critical security functions for USAID’s Telecommunications & Computer Operations (TCO) Organization. Designed and developed a functional security patch update process that provided vital security updates for all of USAID’s operating system environments. Conducted a market analysis of Internet filtering software and made a recommendation to upper USAID management. His recommendation was swiftly implemented. Implemented and maintained Antivirus software updates for over 3000 users utilizing client-server architecture. Supervised two engineers, two analysts.
  • Secure Web Task Lead with CSC for Defense Information Systems Agency (DISA) (January 1997 – January 1998), Responsible for all phases of the task. The web access project is a complex secure web application that provided end-to-end data security. The web project involved all phases of systems analysis to provide a web based INFOSEC solution. Responsible for providing technical support for the secure software development task. Developed test plans, test procedures and test reports in support of the project. Conducted performance testing, functional testing, regression testing, security testing & evaluation (ST&E), and assisted with profile testing. Authored several documents to include: training manuals, user’s guides, initial operating capability (IOC) manuals, system administration manuals, acceptance criteria manuals as well as many other documents needed for system accreditation in support of the Defense Information Systems Agency (DISA).   • Security Task Lead on Multiple Award IDIQ, Ft Meade MD
  • On the MULTI-LEVEL INFORMATION SYSTEMS SECURITY INITIATIVE (MISSI) Project, (June 1996 – January 1997), provided critical systems integration technical support for the National Security Agency (NSA) on several MISSI marketing road shows. The MISSI roadshow was a combination of FORTEZZA technology solutions both hardware and software, graphical show booths and technical briefings. Integrated FORTEZZA technology with several secure firewalls, World Wide Web server and secure network server (SNS). Supervised two engineers, two analysts.
  • On the NETWORK SECURITY MANAGEMENT (NSM) Task (January 1996 – June 1996), Responsible for the integration and testing of the NSA's MISSI NSM products. The NSM infrastructure included the Policy Approving Authority (PAA) Workstation, Policy Creation Authority (PCA) Workstation, Certification Authority (CA) Workstation, X.500 Directory System (DS), and the FORTEZZA cryptographic security card. Spent two years working directly with public key cryptography. He managed over two thousand X.509 certificates for many DOD and non-DOD customers. Supervised two Analysts.
  • On the MISSI/Defense Message System (DMS) Task, (August 1995 – December 1995), Responsible for implementation of MISSI security products into the DMS environment. Provided technical consultation to key members of the NSA that had the responsibility for phasing MISSI into the DMS. Responsible for setting up a beta DMS/MISSI emulated system. He performed exhaustive system tests and analysis prior to the DMS going initial operating capability (IOC) with MISSI products. Supervised three engineers.
  • On the Workstation Security Package (WSP) Task, (January 1995 – August 1995), Responsible for the integration and test of the MISSI Workstation Security Package (WSP), a suite of commercial products combined to provide a writer to reader security service as well as other security services. Analyzed system test requirements, developed test plans, procedures, and reports in support of the NSA to ensure adequate integration and test of the WSP. Supervised seven people, one architect, one senior computer scientist, three analysts, and two programmers.
  • On the Marketing Task (January 1994 – January 1995), assisted the DoD in developing MISSI marketing strategies and promotional material to ensure acceptance throughout DoD. Working closely with the DoD Program Office, he was responsible for coordination and production of a MISSI brochure, MISSI flyer, and MISSI promotional booth and other promotional items.   • Systems Profiling Task Engineer, with CSC, Ft Meade MD (August 1993 – January 1994), Data Manager for a Requirements Driven Design (RDD) 100 Database. RDD 100 is a Computer Aided Systems Engineering Tool (CASE) that is supported by an executable graphic modeling language and computer-based tools designed to help the engineer cope with the complexity and size of contemporary systems. Performed Global Decision Support System (GDSS) sub component profiling using CORE CASE tool. Integrated CORE CASE tools into RDD 100 Database for profiling of the Office Information System (OIS) of the GDSS, a major Air Force communications system.
