ECC Captain Special Duties
Duty Captain responsibilities
- Facilitated effective communication between Unit Duty Chief, NOPS Duty Officer, Battalion Chiefs, and both Field and Administrative personnel.
- Managing the coverage of the Unit, to maintain initial attack capabilities. Through the use of Cover Behind, and Move Up, and in conjunction with the Unit Duty Chief also utilizing Pre-position, and Staffing Patterns
- Making command decisions to augment or limit a response to emergency incidents, based on my field experience and the information provided.
- Assuming the responsibility of Incident command until resources arrive at scene of emergency incidents
- Supervision and managing of the command floor, which can include from 2 to 6 personnel Communication Operators and Fire Captains
- Gathered, processed, and submitted information for FC-8180, ICS-209, FC-400, MDT and AVL issues, ROCs.
- Utilized Alert California and Tactical analyst to assist with the intel of emergency incidents.
- Attend County and state meetings as needed.
- Completed reports as required utilizing Crystals, DI Reliant, Equature, Enhanced currier, docu-sign, excel, word, power point
- Updated the schedule utilizing ISELink, as needed
- Request IR lightning recon and pull Lightning reports using Earth network and ARCGIS
- Trouble shoot MDT/AVL issues and facilitate/coordinate repairs
- Dealt with the media about fires and traffic collision's
- Complete month ends including, cost of subsistence, safety inspections, prepositions, time sheets
Aircraft/State resource responsibilities
- Managing radio frequencies such as Intercom, Command, and Local
- Maintain status and track State Law enforcement personnel
- Manage IROC requests as well as creating requests and updating personnel and equipment
- Hire Vendors for Fires and station coverage, utilizing and in accordance with HEMS and CFAA agreements
- Hire local government resources utilizing ABH agreements
- Use forms and programs; E-106, Air Flight Following, WINCAN, WIMS, TRF requests, and the 8100 handbooks
Call Taker and Dispatcher responsibilities
- Taking 911 emergency calls, dealing with the public, interrogate emergency callers, utilizing ProQA for medical
- Dispatch local and state resources for all Fire, Rescue, and Medical Calls in Mendocino County utilizing Altaris CAD, Rapid Deploy, and MODUCOM.
- Dispatch, Monitor and manage multiple frequencies at once
- Document all pertinent information
- Using CAD, Rapid Deploy, MODUCOM, VESTA,
- Read and interpreted CAD/Topo/Unit maps, utilizing mapping programs including avenza, tactical analyst, gaia, basemap, and onX.
Other responsibilities
- Primary purchaser for facility supplies and equipment as well as radio and pager accessory's, utilizing; FISCAL, P-Card, CF-93s, CF-20s, STD 204s, STD 16s, Telecom 1, MRT's, bid quote worksheets, and contracts.
- Lead for all Facility; maintenance, remodel, repair. Completed estimates and completed tec-service forms.
- A member of the Unit Safety Committee as the ECC representative
- A member of the Unit Vacation/ISE Committee
- Admin for VESTA, TRAIS
- Ensured compliance with regulations as primary, by conducting detailed safety inspections on SDS, IIPP, Spare Unit Keys, Radio Repeaters,and ECC Facility while also providing comprehensive training to staff members.
- Worked collaboratively with a team of four Fire Captains to oversee the training, management, and performance evaluations of up to nine Communication Operators.
- Used progressive discipline processes to prevent and correct issues through training, counseling, and letters of warning.
- Maintain relationships, and problem solve with local cooperators.
- Conducted Communication Operator interviews, resume reviews, and assisted the hiring process by preparing interview confirmation letters. Actively contributed to interview panels both in person and remotely through Teams. Managed the PO311 process while collaborating closely with unit hiring teams to finalize job offers.
Station Captain Special Duties
· Specialty program coordinator – Firefighter hiring and Firefighter coordinator.
In collaboration with regional personnel, unit upper management, Battalion Chiefs, Fire Captains, the personnel department, service center, training bureau, and unit hiring staff, I coordinated the hiring and assignment of new and existing seasonal firefighters within the unit. In absence of the unit AGPA, working directly with region to hire new firefighters, calling to offer positions, tracking via contact sheets, and specialized excel document. Acting as a communication link between the seasonal firefighter staff and various personnel to relay information. Providing updates on a regular basis to unit personnel. Accomplishing tasks and assignments in a timely manner. Adjusting to constantly changing conditions. Establishing procedures and process to maintain an orderly workflow. Dealing with different and difficult personalities to accomplish assigned tasks. Problem solving, training and educating new and potential firefighters in the community.
· Assisted Region hiring on special assignments.
- Served as the Battalion representative on the Unit Safety Committee
- Assisted in instructing interior structure operations and fire behavior as a member of the Unit Burn cadre.
- Took part in public events to promote fire safety and recruit new staff members.
Fire Captain Duties
- Planned, prioritized and assigned work/assignments/duties/special projects to Fire Apparatus Engineers and Firefighter 1’s
- Gave instructions and maintained discipline.
- Supervised engine companies during responses and operations for a variety of emergency incidents, such as wildland and structural fires, hazardous materials incidents, emergency responses, vehicle extrication incidents, and other emergencies.
- Performed maintenance on state buildings and equipment.
- Led and facilitated training for engine companies in fire fighting, equipment operation, and emergency incident response.
- Participate in educating the public in fire prevention.
- Issued LE-38s and Air quality referrals.
- Conducted investigations and prepared CALFIRS reports on the cause and origin of vegetation fires. Gathered, preserved, and documented evidence.
- Conducted classroom and field training, preparing lesson plans and evaluating student performance.
- Completed and entered 101 and 102 cards into collective data.
- Multiple other duties as assigned.
