This award is normally presented to higher ranking individuals with over 10+ years of experience such as First Class Petty Officer or Chief. Responsibilities were handed over to me of all 13 production workcenters as a Third Class Petty Officer, with eligibility to ranking to Second Class Petty Officer had I not decided to end my time in the service.
