· Lead HSE personnel on the Dukhan Bank Head Quarters Project in charge of coordinating and assessing the performance of HSE Officials of over 20 Subcontractors on the project.

· Representing the Organization during HSE meetings with Consultant and Client.

· Preparing and sharing HSE daily, weekly and monthly statistics and performance reports with top management.

· Reviewing Method statements and Risk assessment submittals by Subcontractors and granting approval or recommending a review as necessary.

· Coordinating lifting, confined space entry, hot-work, WAH and other critical site activities, for issuance of permit-to-work.

· Organizing and anchoring weekly HSE meetings with all Subcontractor HSE Officials.

· Leading the Safety team to conduct immediate close-out of any NCR or Site Observation Report issued by Consultant or external inspection team and preparing the close-out reports accordingly.

· Periodic renewal of Lane closure Road permits by following up with Traffic department and Qatari Diar Logistics department.

· Conducting expert incident/accident investigation and documenting near misses and dangerous occurrences.

· Performing internal HSE Audits and participating in external Audits.

· Representing HCOM in managing Health and Safety of Subcontractor teams working on the project across all the Doha Metro and Lusail Light Rail Transit Stations for Train Tracks, Station Buildings and Site Facilities.

· Working as the Field Point of Contact for monitoring and maintaining compliance with Client’s SH&E Policies and Plans as regards Confined space activity, Heavy lifting, Working at height, Working in extreme weather conditions, Use of heavy machinery, Power tools and working with HV power supply.

· Managing daily visual inspections, reporting issues and submitting an observation report to Client via project reporting system, following up the close-out of same with Contractor.

· Maintaining safety inspection reports and ensuring that all workers have the required competence levels and trainings on WAH, Fall protection, LVHV, LOTO, Excavations, H2S and Breathing Awareness, Firefighting, First Aid and CPR.

· Reviewing SH&E requirements in method statements, risk assessments and permit to work procedures submitted by the Contractor, checking that all comply with SH&E standards and applicable SH&E regulations

· Ensuring maintenance, calibration and operation of all safety equipment; Conducting Periodic On-site Re-trainings and Emergency drills.

· Investigating all incidents, accidents near misses and dangerous occurrences and reporting in accordance with the client requirements and procedures.

· Development of HSE Plan for the construction of oil & gas wells drilling locations.

• Conducting of the initial site inspection to check for Safety and Environmental risks, and report findings to Client (QP).

• Coordinated total projects safety and health based on clients’ standards in accordance with international standards.

• Processing Permit-to-Work and LOTO for various categories of risk associated works ensuring safe execution.

• Setting up temporary site facilities for drilling location construction team.

• Initiated approval for subsurface utility scanning for new and work-over drilling locations. H2S testing and detection.

Organizing OH&S monthly meeting with client and contractor for procedure review and improvement

• Environmental protection and case work: Approved construction environmental management plan (CEMP), enforcing its implementation so as to control environmental hazards, statutory nuisance and legal violation

• Monitored the project area while promoting excellent PMC/SIMOPS SHE&S.

• Operational risk management: Coordinated with Senior Engineers, and Project coordinator on project QHSE issues on shutdown projects; enhancing effectiveness of safety committee; operation and recommendation of safe method of work, material and equipment handling and LOTO to prevent accident; hazard identification ,risk evaluation and control during blasting and chemical cleaning.
