SOOC NETWORK OVERVIEW
The main purpose of the Sonangol Offshore Optical Cable System (“SOOC System”) is to connect offshore Oil and Gas (“O&G”) production assets in territorial and in EEZ waters of Angola to optical fiber services, and also provide high bandwidth Telecom capacity between Cabinda province and Luanda region
The SOOC System connects offshore O&G production assets operated by SONANGOL, TOTAL, ENI, CHEVRON, EXXONMOBIL and BP (refer to layout view in front page)
The SOOC System is comprised of a submarine cable network (the “SOOC Network”) and a Terrestrial Network
The SOOC System, consisting of the SOOC Network and Terrestrial Network, will provide high bandwidth communications with high availability to Angola’s offshore O&G production assets from Cabinda Province to South of Luanda
The SOOC Network consists mainly of:
2 powered optical fiber submarine cable backbones from Malongo to Sangano and from Cabinda City to Barra do Dande
2 unrepeatered bridge optical fiber submarine cables between these backbones allowing the development of optical routes providing a north loop serving the O&G operators in the north of the Congo Canyon, and a south loop serving the O&G operators in the south of the Congo Canyon
Branch legs connecting offshore O&G production assets (1 per asset) to a backbone
A Branch Leg consists of a SOOC Branch Tail and a Hookup Portion
The SOOC Branch Tail includes the Branching Unit (BU) and branch optical fiber submarine cable running up to a Meet Me Point (MMP)
The Hookup Portion permits the connection from the MMP to the offshore O&G production asset and will be supplied under specific contract with asset owner, separate from SOOC System Contract
4 Cable Landing Stations (CLSs) hosting the power plant feeding the subsea equipment on the optical fiber submarine cable and the Telecom equipment, localized in Malongo Base, Cabinda City, Barra do Dande and Sangano
Submarine Line Terminal Equipment (SLTE) terminating the optica fiber submarine cable on each offshore O&G production asset and in each CLS
The SOOC Network will be able to serve up to 80 offshore O&G production assets (future assets that are not in the current plan may be added during the life of the SOOC Network)
The SOOC Network is designed to provide 40Gb/s wavelengths:
Between any offshore O&G production asset and each of the Cable Landing Stations (CLSs)
From any CLS to the other CLS
The SOOC Network will interface with the Terrestrial Network to provide connectivity to various locations in Luanda, and the Chevron office locations inside Malongo Base and in Cabinda City
Which was related to the install of a long submarine fiber optical cable shielded and reinforced due to certain areas of sea or river where turbidities could cause brake or rupture of fiber cable, ensure a smooth and safe work environment with the different partners involved on this mega project since this cable would arrive from South America(Brazil) to Africa, ensuring a fast and reliable way of communicate between rigs and Oil & Gas operators in the Africa region, more precise Angola
This was a multitask team, in which I had to manage different cultures and corporative rules and set in place a new book of procedures and processes in a way the all team could achieve the best on their own and as a group, this was like mentioned a multi task companies oriented project with overseas involvement with Alcatel Submarine Networks, OSA Specialists, Consulting companies (like Cap Gemini), and would involved trips to factory over France and UK where the boats equipped to drop cables would stay
The partners involved (Exxon Mobil, BP, ESSO, TOTAL), taking into account the experience of a few partner companies who already had been engaged in submarine network cabling like the GOM (Golf of Mexico - BP) and TOTAL in France

High-Availability Production Environment with full redundancy: The production environment at DTI benefits from numerous links and back-ups in terms of Internet connectivity and hardware
Complete application independence: The virtual portal will be structured so that if at any point P&P wants to switch to a completely independent production environment at P&P, they can separate the application logic and data and deploy the virtual portal on a separate instance
Built-in access for all Sonangol: There is certain parts of the P&P intranet that should be made available to specific departments inside of Sonangol
Using the existing LDAP infrastructure in conjunction with the Web Portal’s administration, P&P will be able to use its system administration capabilities to control access to any section of the P&P Web Portal to other areas of the group, clients, and partners
No initial software licensing costs: By making use of the IBM Websphere Portal Server and Oracle licenses available at DTI, P&P will inherit all the benefits of applications already deployed at DTI
Software costs would only be incurred if P&P decides to deploy the Web Portal in its own infrastructure
Phase 1:
The first phase will focus on establishing P&P’s web presence internally to Sonangol, and externally to Angola and the International marketplace
During the first phase, the P&P Web Portal will be deployed within the DMZ located at Sonangol DTI
The interface and content will be designed with complete autonomy from Sonangol’s Corporate Web Portal; this will allow the P&P web portal to be readily deployed in a separate infrastructure if necessary
The following are high-level features that will be discussed in this proposal:
P&P Intranet – Working with P&P management, Net Quotient will define and deliver an intranet with content management, e-mail and specialized applications like information about projects
P&P External Website –Net Quotient will create an Internet presence for P&P that will provide information worldwide for clients, partners, and external audience
LDAP Integration – Net Quotient will integrate the existing Calendra LDAP application at P&P with the LDAP infrastructure available at DTI to provide a unified browsing and search tool
On-line technical library – Net Quotient will provide through the intranet access to an on-line technical library that will provide instant access to a wide variety of petroleum engineering information and publications
Administration Training – Technical staff at P&P will be trained in administering the corporate intranet and LDAP
Phase 2:
The second phase of this project will focus on expanding the core functionality of the web portal to assist with the internal processes of P&P
It will also address system integrations with mySAP and other core systems at P&P
In addition, if necessary, the P&P web portal will be deployed on P&P’s own infrastructure
MySAP Deployment – mySAP’s web enablement technology is a perfect example of how the P&P web portal can be used to integrate core systems to facilitate operations and decision making within P&P
In phase 2, Net Quotient will design and deploy the integration of the Web Portal and mySAP so it will be available via the P&P intranet
Intranet enhancements – Net Quotient will continue to work together with P&P to define new functionalities and solutions to be delivered via the intranet
P&P’s intranet will be enhanced with additional functionality
Platform redeployment – If necessary, Net Quotient will assist P&P in the deployment of a redundant and fault tolerant hosting environment that will be built and deployed at P&P
The Internet and intranet will be moved from the Windows-based environment at DTI to P&P
