- Work as part of the Global Supply Chain team to deliver the full range of program procurement tasks globally for the 45 countries.
- Implement the procurement automation process: Programme Procurement Supply Chain Tool globally.
- Act as one of the communication focal points for ordering goods needed to implement programs for country offices, implementing partners, and suppliers; procure medical consumables, pharmaceuticals, and equipment as per GDP guidelines.
- Process program procurement requests from country offices and implementing partners in a time-conscious and cost-effective manner, in line with the Quality Management System (QMS) applicable to the procurement.
- Support sourcing analysis in identifying appropriate suppliers, where required.
- Monitor the order process from end to end, and work with the Logistics and Fleet Coordinator to ensure orders are delivered on time.
- Adherence to the donor regulations (EU, USAID, etc.) is essential. And local laws, where required.
- Ensure payments are made by agreed terms, and follow the correct use of the purchase ordering systems available.
- Work with the team to create training manuals and guides on the program, procurement process, and tools available when required.
- Support the implementation of training for country offices and partners as needed.
- Identify country offices in need of additional support or guidance on the process of ordering goods.
- Develop and implement plans to help offices and individuals most in need, including guidance and best practice instructions.
- Ensures program procurement orders are processed using the system (Procure to Pay) and (Source to Pay), in compliance with the Quality Management System in place, and are fulfilled in line with the agreed timeframe and costs for the orders assigned by the Programme Team.
- Escalate procurement issues (late orders, incorrect orders, issues with suppliers, etc.).
- Producing periodic reports on the status of procurement activities across the portfolio.
- Ensure the Standard List portal is updated regularly with product information, errors are reported to the Program Procurement Team, and the system is maintained accordingly.
- Ensure the process of annual demand planning and forecasting of program procurements.
- Liaise with suppliers to be apprised of economic and market conditions, which may have a significant impact on the procurement of goods required for programs.
