Accomplishments

  • Manage the Automated Targeting System (ATS-G) program for 15 countries in the Western Hemisphere (WHEM), presenting and negotiating user agreements, coordinating system support, upgrades, and providing user training. Engage foreign partners at various levels of government, from the ATS-G system users to agency Secretaries/Ministers, and U.S. government officials at each U.S. embassy.
  • Through training and briefings to partners, CBP shares targeting best practices with foreign governments to improve their capabilities to build their own risk management centers that partners with CBP's National Targeting Center (NTC).
  • While providing training, learn the needs of each partner. Shared data with NTC to develop rules and effectively target current trends and passengers of interest.
  • Represented CBP as part of a DHS headquarters delegation during the October 2021 Visa Waiver Program (VWP) Country review of Chile. Evaluated Chile’s security measures for compliance and contributed to the development of a comprehensive workplan with established deadlines to ensure continued program eligibility.
  • Represented CBP on the following assignments:
  • CBP Liaison Officer (LNO) to the Department of Defense Combined Joint Inter-Agency Task Force, Operation Gallant Phoenix in Zarqa, Jordan from March to July 2017. Provided operational and targeting support to DOD’s Foreign Fighter Task Force personnel and the U.S. Law Enforcement Team. This relationship enhanced the amount of actionable intelligence used in CBP systems to make sure these Foreign Fighters don’t travel outside the combat zones.
  • CBP LNO to U.S. Special Operations Command (SOCOM), from August to November 2016. Provided technical expertise and advice to the SOCOM Commander, on pertinent CBP strategic plans, policies, and activities, in support of CBP and SOCOM strategic interagency relationships. This relationship enhanced the amount of actionable intelligence used in CBP systems to target and share intelligence to build cases and arrest and prosecute Special Interest Aliens and their smugglers, who facilitated their routes through the WHEM into the U.S.
  • Joint Security Program Representative (JSP) – Represented NTC/CND on three temporary assignments to Panama (10/2012 to 11/2013 for JSP/NTC data sharing, 03-04/2015 for the Summit of the Americas, 05-06/2016 for Operation Citadel). This relationship enhanced the amount of actionable intelligence used in CBP systems to analyze and target passengers of interest to the U.S.
  • Carrier Liaison Program (CLP) Representative – Represented CBP for training assignments to Brazil, Dominican Republic, Guyana, Guatemala and Barbados, teaching immigration, customs, airline, and security personnel on how to identify fraudulent documents to enhance border security.
  • Acting Watch Commander at NTC floor operations from December 2014 to March 2015.
  • While at NTC's Counter Network Division (CND) Alien Smuggling Group:
  • CBP Representative to the Human Smuggling and Trafficking Center, Washington, D.C.
  • Representative to the Extraterritorial Criminal Travel (ECT) Leverage Group – Cooperation with DOJ, FBI, HSI, and NSA to identify and prosecute human smugglers and/or traffickers.
