  • As Chief of the NTIA Project Management Program (PMO) I was responsible for the overall project portfolio and associated resource planning for IT related projects within NTIA. These duties include:
  • Establishing the PMO charter, goals, and strategy;
  • Working with interagency and intra-agency stakeholders to identify, negotiate, and prioritize IT initiatives;
  • Developing program and project cost estimates;
  • Identifying project resources, including management, staff, and budget resources;
  • Providing standards, policies, and guidance to IT project managers;
  • Providing assistance and mentoring to IT project managers; and
  • Assisting in the establishment and execution of the IT Strategic Plan.
  • As Project Manager I was responsible for multiple, complex projects with competing resources and deadlines. Budgets managed range from thousands of dollars to over $80M for any single project or program. As a senior level FAC/PPM I managed some of the organizations largest and most important IT initiatives, managing a program staff of 5, contractor staff exceeding 40, and internal IT staff which varies from a few to over 20.
  • For one of NTIA's largest projects I negotiated and established a Memorandum of Understanding (MOU) with the Department of Defense's Defense Spectrum Organization creating an Integrated Product Team for the cooperative development of spectrum related systems and services across the United States and its Possessions. This cooperative effort saved the Department of Commerce $158M in development costs for these systems and services.
  • I regularly provided program, project, and IT documentation, whitepapers, reports, and presentations to all levels within the NTIA, the Department, and to external agencies, user groups, including various spectrum related committees and conferences.
  • As a Contracting Officers Representative (COR) I developed statements of work, participated in procurement actions, managed the execution of multiple IT related contracts, validated and verified all contractor deliverables, and approved all contractor invoices for payment.

  • The Collateral Operations Reporting System was developed to fill a void in the clients operating capabilities. The system was developed in two phases, each being a separate project. These projects were initiated to implement an international banking application that monitors and reports on loans backed by various types of collateral. The capability allows for the identification of loans whose collateral was falling outside of acceptable risk values. The system was developed in accordance with the clients Service Oriented Architecture (SOA) for the J2EE platform.
  • The Regulatory Oversight System was developed to automate the functions of the client's compliance and legal departments in order to track regulatory inquiry requests, subpoena requests, discretionary account applications, and customer complaints. The system was developed in accordance with the clients SOA for the J2EE platform.
  • The Collateral Monitoring System was a reengineering project which improved the clients existing credit risk management business processes and reduce the cost of operations. The new system was developed in accordance with the clients SOA for the J2EE platform, allowing for component reuse and eliminated costly mainframe processing.
  • As project lead for these projects I was responsible for all of the teams activities related to project management and systems development. More specifically I was responsible for:
  • Working with the system sponsor, stakeholders, and users in the gathering and prioritization of requirements;
  • Identifying project risks, assumptions, and constraints along with risk mitigation strategies;
  • Creating the work breakdown structure from which a schedule was created;
  • Developing cost estimates from which the client managed the project budget;
  • Gathering metrics for the creation of the test plan and processes;
  • Development of the systems architecture and data model;
  • Gap analysis and subsequent database migration and implementation;
  • Design artifacts; SDLC management; configuration management; status reporting; project plan tracking and updates; and lessons learned.
