  • Proper administration of the accounting and recording system which classifies the transactions of all departments, offices, and agencies of the Town, the Sewer Authority, the Water Supply Board, the Municipal Ice Rink, and miscellaneous special funds and escrow accounts, in accordance with the annual budget plan, where applicable and complies with the uniform accounting and reporting standards for RI municipalities.
  • Exercises proper established controls over all expenditures by pre-auditing all bills, invoices, or other evidences of claims against the Town, and insuring that budget appropriations are not exceeded by disbursements in any department, office or agency of the Town.
  • Responsible for control of expenditures and disbursements for payment of properly approved and authorized payment vouchers, purchase order and material requisitions according to the purchasing policy.
  • Perform a complete check run for the general fund and side funds
  • Answering telephones and assist with any inquiries regarding Accounts Payable and Accounts Receivable, payroll and tax matters.
  • Cooperates and coordinates with the external auditors in the provision of all necessary documents for the annual external audit as well as any additional information that may be required for the successful and efficient completion of same.
  • Place vendor code, account numbers and get approval of each department manager on each bill before posting ACH payments.
  • Maintain all town vendor files including but not limited to invoices, vouchers, purchase orders and W-9 documentation.
  • Process & reconcile weekly, monthly and quarterly payroll and prepare payroll journal vouchers and entries for payroll and payroll taxes. Included with this is processing payroll deductions and processing of such payments for employees. Also responsible for processing the pension report for the Municipal Employee’s Retirement System, TIAA-CREF and Fidelity.
  • Verify quarterly and year-end payroll tax reports and year-end payroll reports / distribute W2’s.
  • Assist and maintain confidential records of personnel transactions such as hires, promotions, discharges, transfers, medical records, work related injuries, FMLA and COBRA administration.
  • Handle health care and dental care administration and expenditures to properly reflect the position of the Town and its employees. Including tracking and administrating health benefit buy backs.
  • Maintaining, auditing and tracking paid time off through ADP software and communication with employees.
  • Such ancillary functions as may be assigned by the Controller, Finance Director and/or Town manager
