Rudolph Thétard

Dr. Thétard, MPH, MPhil (Applied Ethics) MB,ChB, PMP is a public health advisor with more that 20 years of project management experience overseeing federal contracts and grants in global health. He served as Project Director for four USAID funded projects (three in Malawi) and as a Principal Investigator for a CDC-funded project. He has programmed multiple health areas including TB, HIV, malaria, Covid-19, maternal and child health and nutrition. As a clinician and health manager he has a thorough understanding of how different health programs interact and connect with the PHC platform. Dr. Thétard has demonstrated his leadership, communication, and interpersonal skills through his extensive interaction and collaboration with a wide range of global collaborating partners, including Ministries of Health (MOH), bilateral partners, and international and local NGOs. Collaboration involved advocacy for programs to address key service delivery gaps, joint program planning and developing policies and strategic plans. Dr Thétard has long term in-country experience in South Africa, Namibia, and Malawi and has worked on short-term programs in Lesotho, Botswana, Tanzania, Nigeria and Indonesia. A strong focus of his work is the lived commitment to serve and strengthen the resilience of poor, underserved populations by expanding health programs that contribute to improved health and sustaining livelihoods.   • Dr Thétard was assigned by MSH to provide technical backstopping for PMI-S due to its complex nature with a significant health systems strengthening component and to assist in improving project planning, activity implementation and reporting.
  • PMI-S supported the Government of Nigeria at the federal, state, local government area (LGA), and community levels to reduce malaria-related mortality by delivering high-quality services to manage malaria and its complications and to prevent malaria during pregnancy and in children under five (CU5) through improved case management and seasonal malaria chemoprevention (SMC).

  • Provide leadership to implement National Public Health Institute (NPHI) Capacity Building activities in Kenya, Malawi, Nigeria, Rwanda, South Africa and Uganda – a core element for expanding global health security.
  • Provided TA and technical oversight to develop a new Strategic Plan for the Public Health Institute of Malawi (2023-2030) and to finalize a White Paper for a new Public Health Act.
  • Most recently Dr Thetard worked with the South African Department of Health and the National Institute of Communicable Diseases to move forward with the establishment of the National Public Health Institute of South Africa.

  • Led and set the strategic direction for a federal contract (US$106 million) for an integrated health project in 16 districts.
  • As Project Director was responsible for implementing and managing the project across the life cycle including all process groups except for the close out as I had relocated back to the USA.
  • Key achievements in collaboration with the MOH: Family health outreach clinics reached more than 2 million Malawians – mostly residing in hard-to-reach areas with maternal and child health services, family planning, vaccination and nutrition services.
  • Family planning services provided to hundreds of thousands of Malawians, generating 1.4 million couple-years of protection that averted 120,000 unsafe abortions, and 2,400 maternal deaths.
  • Supporting and guiding rapid and comprehensive responses to several public health emergencies, including cholera (2018), floods (Cyclone Idai), and the Covid-19 pandemic. Covid-19 activities included contact tracing (> 8,000 contacts); reaching nearly 9.5 million persons through risk communication, and vaccination (> 1.1 million people reached with ONSE support).

  • The ASH Project, a federal contract (US$15 million) supported USAID’s Africa Bureau with high-level activities such as producing health-related briefs for AGOA sessions and synthesizing technical knowledge for publication in health journals.
  • The project engaged with African regional partners to advance sustainable solutions for health and to enhance decision-making regarding investments in health.
  • As Project Director and Infectious Diseases Advisor he led the infectious diseases technical stream for ASH.
  • Key achievements: Worked with USAID to advocate for improved service delivery approaches for pediatric TB – especially the expansion and implementation of isoniazid preventive therapy.
  • In collaboration with CDC and WHO AFRO supported the institutionalization of IDSR in Africa.
  • Covered several elements of malaria including the evaluation of IRS activities in Tanzania, improving IPTp for malaria and pregnancy and demand side determinants for Integrated Community Case Management.

  • Led and set strategic direction for a federal contract (about US$ 20 million), including all elements of project implementation in eight districts of Malawi of integrated child survival and HIV activities.
  • Served as MSH Country Representative for the same period and provided leadership to integrate and align the efforts of four USAID projects that in addition to BASICS included family planning/HIV, TBCAP and RPM Plus.
  • Key achievements in collaboration with the MOH: Scaled-up integrated community case management (iCCM) to over 800 community delivery points in ten districts treating over 300,000 disease episodes in U5s annually; contributed to national progress by Malawi to achieve Millennium Development Goal (MDG) 4 for reduced child mortality.
  • Implemented Emergency Triage and Treatment (ETAT) at hospital and health center level for children. Reduced pediatric inpatient mortality in 53 facilities. Designed monitoring systems to track intervention outcomes.
  • Based on this experience, ETAT scaled up from hospitals to health center level in Malawi, thereby extending access to emergency care for sick children (would continue under the ONSE Project).
  • Expanded HIV testing initiative started in the 2003 – 2007 project with an additional focus on PMTCT and pediatric HIV.

Malawi Reducing Childhood Morbidity and Strengthening Health Care Systems Project

  • Led and set the strategic direction for project implementation (federal contract of around US$ 20 million) aimed at reducing childhood morbidity and mortality through strengthened service delivery in eight districts.
  • Key achievements in collaboration with the MOH: Implemented rapid scale up of community management of acute malnutrition services to 60 sites in ‘05/’06 famine, reaching over 5,500 children in 12 months.
  • Successfully piloted the implementation of Directly Observed Therapy (DOT) for malaria prevention (IPTp) in pregnant women in eight districts in Malawi.
  • During the early days of anti-retroviral therapy (ART) scale up in Malawi, supported HIV counseling and testing services to complement ART service provision scale up.
