Acquired eighteen years of experience in Transportation Engineering (including on-site experience as a Consultant at the Virginia Department of Transportation), which includes extensive experience in traffic operations, including signal timing optimization, real-time traffic management during incidents and emergency response, developing traffic management strategies for special events, developing signal phasing strategies, traffic simulation studies, safety, and operational studies. Clear understanding of the VDOT Northern Region policies and guidelines related to signal timing plans development, review, and real-time arterial traffic management. Prepared detailed after-action reports for all important incidents and events for VDOT’s management review. Experience in project cost calculations and technical report writing. Played a key role in the preparation of the following reports and guidelines: Traffic Operations Engineering (TOE) Training and User Manuals. Traffic Operations Engineering Group’s Signal Timing Optimization reports, including benefit-cost analysis. Performed data analysis using data obtained from the VDOT KITS signal system. Experience in data processing related to travel-run studies for implementing various traffic strategies in the VDOT NRO Region. Experience in reviewing and assisting VDOT in approving synchro timings and 2070 controller timing sheets for implementing new or modified signals for VDOT permit projects for consultants and VDOT TE in-house projects. Also, I conducted a review meeting with consultants to complete the synchro timing reviews to meet VDOT deadlines. Assisted VDOT in performing a signal design plan review and providing traffic operations engineering comments during various stages of signal development reviews.   • Assisted VDOT in managing traffic operations on arterials encompassing approximately 1,500 signalized intersections in Fairfax, Prince William, and Loudoun counties. Tasks include:
  • Oversee signal timing optimization efforts for a team to ensure timely implementation. This includes field data collection, data analysis, signal timing plans development and optimization, vehicular and pedestrian clearance time calculations as per standard VDOT policies, timing implementation and fine-tuning, travel time studies, performance measures evaluation, and report writing.
  • Assisted VDOT Traffic Engineering division in reviewing signal plans and providing signal operation related comments, which includes verifying and confirming that submitted signal plans are in accordance with the VDOT Northern Region Operations (NRO) guidelines.
  • As part of Traffic Operations Engineering (VDOT) duties, work on real-time traffic incident management, which includes coordinating with incident response and operations staff, performing detour route analysis, and adjusting the signal timings along individual intersections, and/or arterials as required. Tasks also include developing traffic management strategies for special events.
  • Review signal timings for new signals and signalized intersection modifications in the region prior to VDOT’s approval, which includes verifying and confirming that submitted signal timings are in accordance with the VDOT Northern Region Operations (NRO) guidelines. Assist in signal timings development for work zone events as necessary.

  • Supported the traffic signal timing optimization project for VDOT’s Northern District. This involves a series of networks with approximately 1,350 signalized intersections. Tasks included:
  • Traffic engineer responsible for implementing new signal timing for the Northern Virginia region.
  • The signal optimization process includes data collection, determining traffic volumes for different timing plans, coding the network into the Synchro (signal optimization and simulation software) model, optimizing the timings using SYNCHRO, running the simulation using SIM Traffic, conducting before and after implementation travel time runs, and implementing the designed new signal timing into the networks in the Northern Virginia region. Assisting VDOT to real-time manage traffic conditions in the Northern Virginia region. Perform real-time incident management by analyzing and implementing appropriate signal timing to detour traffic on arterials during incidents and other construction activities. Conducting synchro and clearance reviews for new traffic signals, modified signals, and also addressing citizen complaints received for the Northern Virginia region.
  • Route 1 Bus Rapid Transit Feasibility Study for Prince William County, Virginia (2009).
  • The purpose of this project is to assessing existing demographic and transportation conditions, and researching the characteristics of various BRT technologies that could be applied to Route 1 corridor in Prince William County. Analyzed and conducted travel run study to assist Bus Rapid Transit technologies on Route 1 (Jefferson Davis Hwy) for 12.4 miles stretch in Prince William County.
