Created curriculums for state-approved training, such as Basic Investigators School, undercover operations, covert surveillance strategy, and the Baltimore Police Department’s first sergeant school.
Created internal auditing systems and operational strategy.
Administered training to cadets, trainees, officers, detectives, supervisors, command staff, and executive staff.
Given numerous lectures on ethical standards
Maintained accountability and streamlined oversight of millions of dollars in equipment, workforce budgeting, court processing, and operational investigations.
Certified as an expert witness in the street and mid-level distribution of controlled dangerous substances in Baltimore's juvenile, district, and circuit courts, including the U.S District Court of Maryland.
Authored or supervised the applications of more than 250 judicially reviewed search and seizure warrants, including their service.
Commanded special events with community attendance surpassing 100,000 (Preakness, African American Festival, 4th of July Baltimore Celebration)
Created the Baltimore Police Department’s Operational Intelligence Center
Coauthored federal grants acquiring $400,000 for community stabilization efforts.
