Program assistant (M&E reporting and IM) (M5)

  • Work on the implementation of Information Management products and M&E and reporting activities across the Programme, according to the Programme goals and objectives across different programs TOCs, M&E plans, log frames, M&E activities, budgets, and staffing, while elevating issues to the National Officer for corrective measures.
  • Work on planning and monitoring of data collection and analysis activities; Ensure processes of M&E operations are performed and reported in a timely manner, within budgets and per calendar of activities.
  • Assist in organizing and documenting the selection of partners in accordance with IOM policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
  • Support the TPM as directed by the M&E Officer, including in the development and implementation of tools, and liaison with teams all stakeholders, and internal team members on the design and implementation of activities on the ground level.
  • Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports.
  • Ensure implementing partners fulfill their M&E and reporting obligations, including enabling the participation of beneficiaries, and that recording, and reporting systems are harmonized among implementing partners.
  • Ensure the timely and high-quality collection, analyses, and dissemination of data/information which includes a response to specific information, internal and external situation reports (SitRep) and ExU monthly reports, donors monthly, quarterly, interim, 3&4Ws and final reports for all hubs in the country, bulletins, rapid need assessments, and risk assessments.
  • Maintain effective relationships with UN agencies, NGOs, host governments, and other partners, to keep them informed on important, strategic, and operational changes.
  • Work on and prepare dashboards for all IOM mission through Power BI, GIS, and maps programs.
  • Coordinate MEAL activities (CFM, IPTT, monitoring visits, baseline assessments, end-line assessments, PDMs, DDMs, and assessments) in consultation with international officers and area manager.
  • Contribute to the preparation of M&E inputs for donor-related products, including funding proposals, single-donor performance reports, and annual corporate reporting exercise, ensuring alignment between the log frame and individual donor proposals results matrix, and work with the PM to identify and manage risks and gaps.

  • Conduct regular site visits or when required to monitor and assist partners in the data collection process.
  • Design simple and complex questionnaires using XLS or form builder (Kobo forms, ONA forms, etc.).
  • Support MEAL and the project/program team in conducting statistical analysis including descriptive (univariate and bivariate data analysis) and inferential analysis using statistical software.
  • Triangulate findings from several qualitative and quantitative sources.
  • Support in developing TOR for internal and external baseline surveys, mid-term evaluations, and final evaluations and frame the different types of study questions such as market analysis, and Knowledge, Attitudes, and (KAP) Surveys.
  • Identify the needed resources for evaluation, such as information, expertise, personnel, and budget.
  • Manage the administrative and logistic process of evaluations involving external evaluators.
  • Support in training and supervising data gathering of internal performance evaluation and design and synthesize the findings from participative evaluation techniques (actively involving affected communities in the evaluation exercises).
  • Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
  • Present information and ‘tell the story’ Of the project to multiple audiences and decision-makers based on the findings from the analysis and monitoring.
  • Verify report accuracy and presentation of information, including the use of appropriate graphs and tables.
  • Presents AAP data in simplified yet informative formats, depicting disaggregated community perceptions on the quality of humanitarian actions and accountability commitments.
