Develop and monitor administrative policies and procedures for all Department professional and contractual services. Conducts procurement activities (contract/solicitation initiation through contract execution). Provides guidance and training to Department program areas regarding professional and contractual services procurement activities. Conducts research as necessary for management review of the contractual services procurement process. Assists in the maintenance of contract files, records, solicitations, and contract logs. Reviews solicitations/contract documents as requested by Services subsection administrator.
Drafts and prepares complex contract solicitations (ITBs, RFPs, RFSOQs, and ITNs), in accordance with applicable rules, regulations, and statutes. Prepares solicitations for issuance. Schedules, sets-up and moderates pre-proposal meetings as necessary for solicitations. Responsible for preparation and distribution of addenda to solicitations. Conducts solicitation openings and reviews responses received to determine responsiveness to solicitation. Provides necessary forms and guidance as necessary for the solicitation review committee. Reviews review committee recommendations and posts results. Prepares notification for oral discussions; provides necessary forms and guidance to oral discussion review committee, review oral discussions review committee recommendations and posts results.
Drafts and prepares contract documents (including, but not limited to, contracts, contract amendments, change orders, and funding increment letters) and related correspondence in accordance with applicable rules, regulations, and statutes. Reviews appropriate checklist to determine vendor/recipient determinations. Analyzes detailed budgets received for proposed contract/cost increase amendments to assure costs are reasonable and met budget constraints. Notifies potential contractors or Department personnel of the need for justification or the revision of questionable data.
Drafts, prepares, advertises and processes exceptional purchases, specifically single sources, emergency certifications and after the fact certifications. Maintains tracking logs for exceptional purchases.
Responsible for the accurate input of contractual and solicitation information into the Contracts Administration and Reporting system (CARS).
Develop training materials and conduct training for Department personnel on the professional and contractual services contracting process.
Provides assistance to agency personnel to determine the need to contract/procure services and assures that recommended action complies with all applicable rules, regulations, statutes and agency policies and procedures. Assists agency personnel/contractors in the resolution of contractual problems. Provides guidance to interested parties on Department procurement procedures.
