DCMA LINE OF EFFORT 1 (LOE 1) ACTION OFFICER (Apr 2022 - Current)

  • Shaped the Agency's technical strategic vision by authoring the Line of Effort 1 of the Agency's Strategic Plan; collaborated with all TD Division Directors
  • Communicated the LOE 1 vision to the Agency Director, Deputy Director and to the LOE 1 workforce during Performance Reviews and other large forums
  • Transformed TD culture through the development of multiple processes and tools that maintain a detailed Integrated Master Schedule for LOE 1 on all high value projects; brought about improved accountability, visibility and cross functional communication

DCMA STRATEGIC SYSTEMS PROGRAM (SSP) MOU TECHNICAL LEAD (Feb 201 8 - Current)

  • Lead the complete re-write of the SSP DCMA MOU which had remained largely unchanged over the last 30 years
  • Successfully re-negotiated each of the 84 individual requirements in the MOU to improve efficiency of DCMA contract administration of SSP contracts
  • Agency Deputy Director approved all changes; collaborated across all DCMA Directorates to achieve buy-in
  • Established and managed the DCMA SSP Self-Assessment Program and lead the identification and development of 100s of CMO surveillance process improvements based on the gaps identified by my team
  • Developed and delivered training to over 100 Agency personnel on DCMA policy guidance for meeting the 84 requirements in the MOU

  • Lead a team of 10 SMEs in drafting the government’s technical position on a $70 million contract
  • Lead the contract negotiation with Raytheon and successfully convinced Raytheon to accept 24000 hour decrement to their labor hours

JOINT THIRD STAGE ROCKET MOTOR ENVIRONMENT STATIC TESTING LEAD (Mar 2015 – Sep 2016)

  • Lead a team of SMEs and managers from 7 different organizations including the Japanese Ministry of Defense
  • Planned and executed a complex US-Japan Joint SM-3 Block IIA TSRM qualification program within strict cost, schedule and performance constraints
  • Team under my leadership successfully executed five ACS performance tests and one static fire at White Sands Test Facility as well as two stage 2/3 separation tests and multiple flight vibration trials at China Lake

SM-3 Block IIA PROGRAM SAFETY AND ENERGETICS QUALIFICATION LEAD (Jul 2014 - Sep 2016)

  • Lead a team of Engineers in Government and Industry in qualifying 15 unique Energetic Devices in the Block IIA missile
  • Successfully planned and executed testing of all safety critical energetic devices on schedule to meet mission needs

TECHNICAL REPRESENTATIVE DETAIL TO RAYTHEON MISSILE SYSTEMS IN TUSCON (Jan 2013 - Jul 2014)

  • On site support to Standard Missile team as Government Technical Representative
  • Garnered hands-on knowledge of facility, manufacturing and quality assurance processes
  • Observed hardware build in various missile systems facilities (rocket motor, energetics, sensors)

ASSISTANT CHIEF ENGINEER FOR SM-3 BLK IB/AWS 4.0.1 PROGRAM (Jul 2011 - Dec 2013)

  • Developed risk posture for nearly all SM-3 Block IB flight test and program risks during the test and evaluation phase of the program
