Review design and construction plans for compliance with Charleston County standards and good engineering practices.

Coordinate the acquisition of construction permissions, easements, and utility relocations.

Oversee encroachment permits, traffic calming requests, and collaborate with Field Inspectors for Charleston County Public Works Engineering.

Conduct preliminary engineering reviews of citizen-requested improvement projects, including conceptual plans and funding recommendations.

Evaluate Transportation Sales Tax (TST) and County Transportation Committee (CTC) projects for feasibility and cost, assisting in funding recommendations.

Assess consultants’ qualifications and proposals for design and construction engineering services, negotiate fees, and manage design changes.

Manage transportation projects from design to construction, overseeing budgets and contract expenditures.

Ensure plan submittals meet federal, state, and local standards, and coordinate permit applications with regulatory agencies for federally funded projects.

Prepare Invitation for Bid (IFB) documents for construction and work with inspection staff to ensure compliance, handling change orders as necessary.

Provide excellent customer service by effectively communicating project statuses to citizens and stakeholders.

• Coordinate directly with Clients on project requirements, agency regulations, scheduling, and project deadlines
• Attend project coordination meetings with Clients, Team members, government agencies and contractors
• Responsible for preparing submittal packages for agency review applications
• Review and approve pay applications
• Engage in routine testing for water, sewer, and pump stations
• SWPPP inspections
• Schedule and lead preconstruction meetings
• Evaluate and provide a suggested solutions to problem solving and troubleshooting issues arising in the field
• Evaluate as-builts, and project closeout

• Manage projects of minor to advanced complexity such as Federal Aid Resurfacing, Urban Road widening, and complex intersection improvements
• Review Daily Work Reports, create and submit monthly construction estimates
• Create and process change orders
• Monitors project QA/QC, erosion control, and traffic control activities for compliance with approved plans
• Performs closeout duties, meets with and responds to inquiries from public, contractor personnel, utility company representatives, city and council officials as necessary while representing Department
• Reviews submittals and RFIs
• Lead, supervise and develop all engineer tech staff in maintaining SCDOT specifications, and performance evaluations

• Process submittals & RFIs
• Schedule/conduct and document job meetings with owners, sub-contractors and architects
• Manage multiple sub-contractors: Electrical, Mechanical/Plumbing, Masonry and Exterior finishes
• Coordinate field operations to ensure transfer of information is delivered, understood and implemented
• Establish and maintain procedures with design professionals, consultants, owners and architects for information flow
• Conduct safety training to ensure strict adherence to safety ethics
• Prepare procurement schedule for subcontractors for major material and equipment purchases to ensure timely buyouts and overall compliance with construction schedule is maintained
• Manager subcontractors change order process

• Assists with structural design and analysis of basic highway structural systems and components using applicable methods of conforming to the latest AASHTO and SCDOT specifications and policies
• Components to be designed, analyzed includes slabs, beams, bearings, bents and other superstructures and sub structure components
• Use structural engineering software to assist in design of various bridge structure components

• Design land development and capital improvements; design and prepare plans/specifications for public works projects including storm drains, sewer
• Lines, pump stations, utility relocation, rezoning
• Serve as construction inspector to ensure compliance and quality control for city and state: investigate field problems affecting property owners
