Senior Consultant, Instructional Systems Designer

As part of the Public Health team, I have led several training efforts and projects including:

  • Oracle HCMS Training Support: Design and development of training materials with high-fidelity prototyped for a Human Resources platform training for 150+ employees of a federal agency; Software simulation video development with Camtasia and Audiate (AI text-to-speech), PPT and Camtasia template creation; technical writing; Quality Assurance and Section-508 compliance testing
  • Navy BUMED: Developed a comprehensive financial management curriculum for the Navy BUMED employing adult learning principles for synchronous training sessions and asynchronous learning based on the ADDIE model; developed training COAs for a wide-ranging audience; collaborated with stakeholders, trading partners, and SMEs including senior Navy Medical Officers and Surgeons, other financial SMEs including Comptrollers and PPBE experts.
  • DHA Enterprise IT Services Integration (EITSI): Created a comprehensive training plan for an audience size of ~10,000 users of the system. Designed and developmed learning solutions employing adult learning principles and the ADDIE model including instructor-led training, microlearning, simulation videos, assessment activities, and asynchronous training; implemented training on the LMS and collect metrics to evaluate the effectiveness of the trainings. Additionally:
  • Applied learning sciences, theories, and adult learning principles as well as optimal UI/UX practices and accessibility (Section 508) considerations to all trainings
  • Collaborated with multiple sub-contractor teams and SMEs, briefed DHA leadership on training efforts and updates on weekly and monthly reporting basis
  • Led the training work stream as a Training Lead, including 20+ UI/UX designers and developers from trading partners, to create training materials and make improvements based on User Acceptance Testing
  • Conducted project management activities, facilitated, and communicated with the leadership, and provided strong technical, analytical, and problem-solving skills to troubleshoot and solve a variety of problems

As a contractor with PAL Technologies, I was tasked with the design of eLearning courses for the Department of State Foreign Service Institute with a focus on applying learning sciences and theories, and Knowles adult learning principles along with optimal UI/UX practices and accessibility (Section 508) considerations. I utilized the complete ADDIE process for needs analysis, design and development of training, implementation of training on the LMS and post-training evaluation of courseware. Additionally,

  • Revamped, rewrote, and modernized courses based on data and evaluation metrics to improve outcomes
  • Created wide-ranging learning experiences using videos, branching scenarios, simulations, interactions, infographics, job aids, microlearning, and other learning solutions to address the needs of the target audience
  • Led the programming, QA, and graphics teams, consisting of 15-20 people, to generate creative graphics, style guide, and meaningful course interactions and implementation on the LMS
  • Developed measurable and attainable learning objectives (LOs) for courses based on Revised Bloom’s taxonomy to align with curriculum objectives
