Scope of Position:

• Police department's executive officer and directly responsible and accountable to the Chief of Police for the overall operation of the Department.
• Complete line and staff authority as delegated by the Chief of Police and assume the duties, powers and responsibilities of the Chief of Police in his absence.
• Coordinate the daily operations of the Department, coordinate all phases of the entire operation of the Police Department and strive to develop esprit de corps, cooperation and loyalty to the Department within each operating component and among all individual members of the department.

Fiscal Management:

• Assist the Chief of Police in preparing the annual budget, utilizing input from all component supervisors. The 2025 budget was $23,000,000.
• Ensuring that the Department's fiscal matters comply with the financial requirements established by the Home Rule Charter and Haverford Township Commissioners.
• Examining and evaluating all existing equipment serviceability and providing repair or replacement if required.
• Make recommendations to the Chief of Police on purchases and conducting inspection and inventory of all equipment.

Personnel Management:

• Confer with the Chief of Police on a frequent basis regarding the daily operations of the Department and also in policy planning.
• Ensure uniform interpretation and compliance in all personnel policies and directives, disciplinary procedures and personnel matters.
• Conduct regularly scheduled staff meetings with Lieutenants and supervisors; coordinating the flow of information from all components to and from the Chief of Police.
• Solicit input from Lieutenants and supervisors regarding personnel matters that affect the overall operation of the Department or pertain to individual units of the Department.
• At the direction of the Chief of Police, investigate all allegations of misconduct or complaints against Department personnel and submit to the Chief of Police completed reports concerning these investigations.
• Direct and coordinate all recruitment activities.
• Assist the Chief of Police with the selection and hiring process of entry level personnel.
• Oversee the initiation of training programs and direct operation of training programs for all departmental personnel and conduct in-service training programs on a regular basis.
• Collect and organize all training materials and brochures and submit to the Chief of Police with recommendations for future training needs.
• Report the status of all training and qualification programs to the Chief of Police.

Planning and Research:

• Collect and analyze reports from all areas of the Department that pertain to or have future impact on the operation of the Department.
• Utilize automated and other data to determine and predict social, crime, work load, personnel and other trends.
• Analyze and distribute research consistent with state-of-the-art police products and methodology and systems for routine use of the department.
• Delegate assignments for planning and researching informational needs.
• Propagating departmental goals and objectives through all areas of the Department.
• Using the required analysis techniques to effectively evaluate the performance of the Department as a whole.
• Oversee the compilation and assimilation of all information required for multi-year planning to include the following areas:

1) projected changes in the operating budget

2) equipment needs

3) manpower needs

4) changes in the services provided

5) needs for changes in physical plant

6) review of reports and forms

7) communication needs

8) plans for disaster or unusual occurrences

• Periodically reviewing and consulting with the Chief of Police concerning the Department's information management systems.
• Providing staff assistance in developing contingency plans consistent with departmental and community needs.

Liaison:

• Responsible for all contact, interaction and relations with outside governmental agencies, other law enforcement agencies, emergency medical services, fire protection services and private agencies.
• Ensure all channels of communication, inside and out of the Department, remain open.
• Promote cooperation and maintain harmonious working relationships with agencies, and within the Police Department.

• Managed 7 officers to ensure effective unit performance assigned to the Special Operations Unit. The Special Operations Unit allows thee department flexibility in deploying officers of the unit for special events, training, and other administrative functions without depleting the resources of the patrol division.
• Investigate motor vehicle crashes involving serious bodily injury or fatalities that occur in Haverford Township.
• Member of the Delaware County Crash Team. When requested by the District Attorney's Office, respond to crash sites and map the scene utilizing a FARO laser scanner. This information is used to assist with Accident Reconstruction.
• Complete traffic studies using the StatTrak radar boxes and software. This information obtained from these studies is used to determine if a particular roadway is in need of traffic-calming devices. This information is also used to determine if there is a need for increased enforcement and the optimal times to deploy enforcement resources.
• Responsible for the programming and placement of traffic safety equipment which includes speed trailers, speed display boxes, and traffic message boards.
• Regularly communicate with Township Commissioners and residents regarding traffic safety issues and complaints. Write all traffic ordinances which are then presented to the Board of Commissioners for approval.
• Process permits for Special Events which include, but not limited to, music festivals, 5K races, and Haverford Township Day. This includes assisting with the planning of these events in relation to traffic and public safety.
• Oversee initial training for all new hires before they enter the Field Training portion of their career and maintain files while they are in this program. Also recommend and schedule training for officers and maintain training files.
• Oversee all firearms training.
• Maintain all officer use of force records and review for training recommendations.
• Order and maintain equipment.
• Member of the Safety Review Board where all police involved motor vehicle accidents are reviewed and recommend additional training if needed.
• Represent the Police Department in monthly meetings for the Township Safety Committee.
• Coordinator for the PennDOT Police Traffic Services Grant for Northern Delaware County. Oversaw a $255,000 budget which was used for DUI checkpoints and traffic enforcement in Haverford, Marple, Newtown, Radnor, and Springfield Townships.
