Senior Water Quality Planner / TMDL Program Manager with Pierce County Surface Water Management (SWM). My position focuses on environmental diagnostics that guide stream restoration and repair work, water quality recovery and stormwater capital project implementation. I have advanced skills in the areas of watershed and MS4 diagnostics, study design, data collection, modeling, sensitivity analysis and technical plan writing. This work directly supports effective capital planning and project delivery that's focused on performance engineering, causal outcomes and positive environmental improvements. I lead the SWM regulation and policy analysis group, and I now manage the County’s new Groundwater Flood Hazard Management program. I currently manage a complex TMDL program that has sponsored and delivered eleven (11) diverse capital projects that were designed to work synergystically. I had a direct role in the negotiation and crafting of the Clarks Creek TMDL Dispute Resolution Agreement (DRA) with Ecology and the EPA. I authored the Clarks Creek TMDL Implementation Plan and I direct its capital planning and project implementation elements. This program also includes a 5-Year Reassessment project which is a complex, multiyear diagnostic study required by the DRA to confirm the technical underpinnings of the TMDL. I authored the 6-Year Work Plan for how to develop the County’s new TMDL Alternative Plan in Clover Creek, a system with five different 303d listed impairments. This emerging program includes an initial 5-year "Straight to Implementation" capital plan that is delivering 3 stormwater retrofit projects, as wells as a novel bacterial Pollution Identification and Control Program. Both programs require close coordination with the Puyallup Tribe and the neighboring municipalities.
