As the Labor Relations Manager over three agencies totaling approximately 3800 employees and eight collective bargaining agreements. I oversee the Labor/Employee Relations functions of my unit. This includes complaint resolution through Ventura County's misconduct hotline and the Auditor-Controller's Fraud Hotline, workplace investigations, conducting Weingarten interviews, drafting disciplinary actions, facilitating Skelly appeal hearings and grievances, as well as managing the investigation work of two Labor Analysts. Additionally, I conduct Meet and Confer meetings, negotiations on amendments and MOA/MOU successor agreement negotiations, including as Chief Negotiator. I have also conducted multiple presentations for the Ventura County Board of Supervisors on Labor Relations matters. I serve as a subject matter expert in Labor/Employee Relations, drafting and reviewing policies and policy updated, provide guidance and training on the manager's role in a public sector, collective bargaining environment and in proactive management to maintain a healthy work culture.
As the Director of Membership Operations for a private club, I oversaw the Human Resources compliance for all areas of the club, including recruitment/onboarding, disciplinary action, Leaves of Absence, unemployment appeals and complaint resolution. I managed all member and club sponsored events, membership-related open houses, as well as the marketing and advertising strategies/campaigns for increasing membership rosters. I served as management liaison for seven committees and the Board of Directors. I oversaw and coordinated operational functions of the club, including member services, facilities maintenance and renovation projects, club security and IT capability, budgeting & financial issues. I also served as manager to two Membership/Marketing Assistants.
As a Senior Personnel Analyst, I investigated claims of discrimination/harassment in accordance with EEO/DFEH law & County policy, provided written responses to EEOC/DFEH complaints, conducted workplace misconduct investigations, served as a grievance and Skelly hearing officer and served as a negotiated on collective bargaining successor agreements. I was the departmental subject matter expert for FMLA/CFRA and workplace violence issues, served as a departmental trainer for courses in FMLA/CFRA, Discipline & Investigations, workplace violence prevention and Diversity Training.
As a Personnel Analyst, I conducted and administered civil service examinations. This included recruitment of eligible candidates, bulletin preparation, construction of exam questions, candidate screening, and response to exam appeals. I also served as a Certified Chair for oral exams and as a departmental trainer on State and Federal labor code as it relates to decentralized examinations.
As an Associate Governmental Program Analyst (AGPA), I served as the unit’s lead analyst to 3 AGPA positions, adjudicated appeals for the Healthy Families program, ensuring program compliance to the California Code of Regulations, and developed proposed regulation changes for the California State Legislature to provide compliance with Senate and Assembly bills. under the direction of the Department’s Chief Deputy Director, I conducted recruitment & selection of various positions within the Department.
As a Personnel Specialist I provided interpretation and analysis of Federal & State labor law for issues of Classification & Pay, EEO compliance, reasonable accommodation, collective bargaining contracts, worker’s compensation, FMLA/CFRA, FLSA and the State’s discipline guidelines. Additionally, I conducted civil service examinations, served as a certified chairperson for Qualifications Appraisal Panels, and was departmental liaison for State control agencies. I supervised six clerical staff positions.
As Personnel Manager, I managed130 employees; handled recruitment, selection and training of new employees and promotional candidates; oversaw scheduling and personnel budgeting benefits administration, worker’s compensation, and implementation of company’s progressive discipline program.
