I was employed by the Federal Bureau of Prisons for 25 years and seven duty stations until my retirement on September 30, 2017. However it should be noted, in September of 2009. I took a voluntary downgrade from Associate Warden at MCC New York to unit manager at USP Florence, in order to relocate back to Pueblo, Colorado and address family concerns. Throughout my career I held numerous positions of increasing responsibility to include Lieutenant, Correctional Services Specialist, Unit Manager, Control Unit Manager and Associate Warden.

Subject Matter Expert Detention Services - On-Site Monitor

  • While working for Chenega Naswik International as a Subject Matter Expert for Detention Services. I was assigned to serve as an On-Site Monitor on behalf of the United States Marshals Service at Cibola County Correctional Center in Milan, NM. I was responsible for overseeing the operations, compliance, and performance of the detention facility managed under contractual agreements between Core Civic and the USMS. This role involved conducting regular inspections, audits, and evaluations to ensure the facility followed the Federal Performance Based Detention Standards, Core Civic policy, as well as the terms of the contract. As the on-site monitor I reviewed operational procedures, staff training, detainee care, and facility conditions, documenting findings and requesting corrective actions when necessary. I also served as the primary liaison between the USMS and Cibola County Correctional Center, maintaining detailed records and preparing weekly and monthly reports that reflect compliance status and effectiveness of corrective actions proffered. Strong attention to detail, knowledge of detention standards, and the ability to identify and resolve issues were essential for success in this role.

Control Unit Manager

  • While serving as Control Unit Manger at ADX, I had oversight of the Control Unit, Special Security Unit and the Step Down Unit. The Control Unit is a long term disciplinary unit housing inmates who seriously assaulted staff, committed homicides, escaped from penitentiaries and other acts proving a great propensity for violence. These inmates were assigned a specific number of months to serve in the Control Unit with clear conduct and programming. It was my duty to meet with every inmate within a 30 day period to assess their conduct along with programming and for the month to determine if they would receive credit for the month. It was also my duty to sit on a panel with the Bureau of Prisons Assistant Director of Programs , North Central Regional Director, and Warden to determine if inmates would be released from the Control Unit. The Special Security Unit houses inmates with Special Administrative Measures(SAMS) imposed by the Attorney General's Office. This inmate population mostly consisted of inmates who committed crimes against the United States, such as terrorist acts and espionage, along with cartel and disruptive group leaders. It was my duty to ensure the Special Administrative Measures were closely adhered to. It was also my duty to meet with the FBI, Marshals, and AUSAs as part of a Joint Terrorism Task Force to share information and intelligence in an effort to ensure SAMS were closely adhered to in their roles. The Step Down Unit housed inmates preparing to leave the ADX and enter general population in the penitentiaries. It was my duty to evaluate and determine if inmates were suitable to enter general population in a penitentiary before presenting to the Warden for approval.

  • While serving in the capacity of Associate Warden I managed daily operations, security and supervisory staff to include department heads. I acted in the capacity of Warden during their absence and was in charge of all institution related duties and responsibilities. I was the Labor Management Relations coordinator working with union officials on resolving labor related issues and was very successful at mutually resolving many issues during my tenure. I was also the Affirmative Action Chairperson and created numerous education related diversity programs to educate staff on the benefits of having a diverse workforce and inmate population. I had oversight of the Inmate Administrative Remedy Program which allows the federal offenders within the institution to request relief of a complaint or issue affecting them. I was in charge of ensuring audits and reviews of programs and policies were completed annually by each respective department within the institution.

  • As a Correctional Services Specialist I was a resource for Correctional Services for all institutions in the North Central Region. I was fielding questions on any issue related to correctional services, to include emergency preparedness, restrictive housing, disciplinary, issues, use of force, perimeter security and inmate accountability. It was also my duty to conduct staff assist visits to institutions preparing for program reviews. I was part of a team conducting audits of all functions in correctional services to identify issues needing to be corrected prior to program review. I was also part of a team which conducted reviews for the Institution Character Program. These reviews were conducted along with the Regional Director in an effort to determine the overall operation and climate of the respective institution.

  • As A Senior Officer Specialist I worked in the housing units and in the SIS department. While working in the housing units, it was my duty to ensure all inmates were following the housing unit rules and regulations along with maintaining a high level of sanitation. While working in the SIS office, it was my duty to monitor the Hispanic gang activity by listening to inmate telephone calls and reading all incoming and outgoing mail for my assigned groups. While conducting these duties I was able to gather a high volume of intel as it related to the Mexican Mafia, Texas Syndicate and Mexicanemi. These efforts earned me the Correctional Officer of the Year award in 1998

  • During my tenure as a Lieutenant, my duties included, shift supervisor, Administrative Lieutenant, Bus Lieutenant, and SIS Lieutenant. As a shift Lieutenant it was my duty to ensure the institution operated in orderly fashion, addressing all issues arising during the shift. As an administrative lieutenant, I completed all quarterly schedules and annual leave scheduled based on seniority and the requests of correctional officers. As Bus Lieutenant, I coordinated and completed the transport of inmates to and from airlifts at the local airport and sometimes transported to other institutions. As a SIS Lieutenant, I monitored inmates activity as it related to gang activity. I also conducted investigations and reports on incidents occurring in the institutions such as assaults on staff and other inmates and group disturbances.
