Supervise the day-to-day operations of the Scotts Bluff County Consolidated Communications Center including personnel interactions and dispatcher scheduling, equipment and activities; establish and ensure compliance with normal, emergency and disaster mode communications policies and procedures; ensure adherence to the Federal Communication Commission (FCC) rules and regulations; insure adherence of National Crime Information Center and National Law Enforcement Teletype System policies; review and recommend approval/denial of all employee promotions, commendations, merit increases and disciplinary actions; formulate, review and revise all policies and procedures related to the functions and operations of the Communications Center; maintain necessary Federal Communications Commission equipment and licensure renewal and modification and records; coordinate meetings/activities with other police, fire and medical agencies to obtain feedback on operational procedures and priorities. Prepare the departmental annual budgets, present proposed budgets to the Scotts Bluff County Consolidated Communications Center Advisory Board and the Board of Commissioners; approve expenditures and monitor ongoing budgetary expenses; prepare and submit operating and financial reports as requested. Direct the acquisition of supplies and equipment; write specifications for specialized equipment; coordinate and supervise the installation and maintenance of all communication and electronic equipment within the Communications Center; investigate and resolve complaints about system activities; coordinate the County’s telephone system repairs, requests for additional services or equipment upgrades; maintain equipment inventory. Work closely with the 911-Training Coordinator to identify and provide training and periodic instruction to agency personnel; inform advisory and supervisory boards of operational activities, financial status, current problems, and future needs; propose methods for problem solving and taking, deferring or planning appropriate action.

  • Achieved PSAP redundancy and interoperability by implementing VIPER by Intrado for Nebraska's South Central region.
  • Managed conversion to State Radio System by implementing a robust and redundant 800 MHZ P25 Astro system. Engage as an infrastructure partner with the State of Nebraska. Oversaw the implementation of over 500 subscriber radios. Negotiated a scope of work and contract worth over seven million dollars. Saved the county and cities hundreds of thousands of dollars by pushing through the project before pricing increases and interest rates took effect.
  • Implemented Emergency Medical Dispatch (EMD)
  • Converted an unused supervisor position to the Training Coordinator position. This resulted in 100% success rate in new hires. This position is also key in achieving and maintaining State of Nebraska training standards. my departments training program is among the best in the state and is currently under review for national accreditation by APCO as one of only around 120 PSAPs to offer such a high training standard in the country.
  • Introduced and utilized emerging technologies to streamline daily operations and improve the tools available to the staff. These Include PACE scheduler, Cyracom Translation, Delphini AI Assistant and MACH.
  • Improved a culture that was extremely toxic at the time I took over. This was done through improvements in how people are treated, trained and appreciated. We are fully staffed which is rare in this industry.
