I am an expert in Hazmat Plume Modeling and the CBRNE platform (Chemresponder) platform. During my time as Chair of the county Local Emergency Planning Committee, I transformed the LEPC into a Local Emergency Planning and Response Committee by use of the single source platform Chemresponder that provided decision support for Emergency Management during planned or real time hazmat releases in an EOC. I was a member on the State Emergency Response Commission, Chemresponder Steering Committee and its Nationwide Drill Committee. I also served on the NOAA/NWS western region hazmat team.
Served on the Western Regional HAZMAT Team. My responsibilities included emergency response and planning by issuing hazmat plume modelling and weather forecasts for first responders.
Primary job responsibilities included the issuance of weather forecasts and warnings for the general public.
Additional focal points included as the Warning Prepardness, Weather Radar, and served on the Central Region Advanced Weather and Interactive Processing System regional team receiving the Regional Excellence Award.
Elected Chair 2x for the Local Emergency Planning Committee in Umatilla County Oregon.
Responsibilities included planning and overseeing over 80 facilities in the hazmat planning and response in the county that would also satisfy there yearly EOP. My focus consisted of monthly meetings, development of the LEPC into a Local Emergency Planning and Response Committee with a footprint in the EOC by providing rapid hazmat chemical plume model forecasts and weather forecasts using the Cameo Aloha Marplot software, and hysplit model. I am also proficient in the Chemresponder platform, IMAAC and worked with programmers on the aforementioned while assisting responders in an EOC or as a virtual EOC. My responsibilities also included working with Emergency Management for grant writing, recruitment of fiscal agents, and negotiating with the Oregon State Fire Marshal Office on funding for yearly hazmat exercises. I also developed and presented hazmat exercises for the LEPC in addition to participating in a wide array of hazmat exercises and real time requests for hazmat releases.
Served on the Oregon State Emergency Response Committee (2019-2023); on the Chemresponder Steering Committee (2021-2023); Chemresponder Nationwide Drill Committee (2023).
Awarded the State of Oregon Emergency Manager of the Year (Volunteer) by the Oregon Emergency Management Association (2022) for "being trained in Hazmat Substances Plume Modeling and regularly volunteers to participate in local, regional, and state exercises and real events providing critical data on hazard migration. He works tirelessly to support safety and emergency planning for public, private and first responder partners."
