Wes Chaney

• Develop and manage security assistance programs and Foreign Military Sales cases across Central Command's area of operations to build partner capacity, support engagement strategies, and to strengthen US Global partnerships.
• Serve as an enabler for senior leaders in the US Army Security Assistance Command, Deputy Asst. Sec. of the Army-Defense Export Control, Defense Security Cooperation Agency, Security Cooperation Offices, industry partners, and other Security Assistance Enterprise (SAE) partners.
• Enable the US Army to meet tomorrow's challenges by building stronger, more capable, and more compatible allied and coalition partners. Lead, facilitate, and manage the development and execution of 1,800+ plus Foreign Military Sales cases valued at over $110B+ across 20+ countries in the Middle East.
• Managed a work force of 60+ Department of the Army Civilians from GS-15 to GS-7 and 20+ contractors from two contracting agencies.

• Managed the recruitment, selection, and training of up to 85 new officers a year.
• Managed and developed the assignment processes for two yearly cycles of up to 250 officers in each cycle.
• Managed the talent management of over 1100 US Army officers in five regional areas covering over 180 countries worldwide.
• Advised senior leaders on updates and changes to Army Regulations and managed a small elite specialized staff of three officers and two civilians.
• Consistently developed talent management protocols for numerous interagency and Army units.
• Ensured people were placed first while accomplishing a 99% fill rate across over 800 billets worldwide.

• Senior Defense representative of the United States Secretary of Defense to the Government of Côte d'Ivoire.
• Managed all interactions and diplomatic correspondence between the two countries.
• Coordinated all military to military events and advised the United States Ambassador on all matters of defense.

Developed engagement opportunities for USARAF, managed all senior leader travel in the region, assisted the command in synchronizing annual activities, advised senior leadership and staff on political and military affairs, served as the regional political-military affairs manager for Southern and Eastern Africa and directly supervised five US Army Civilian Strategists (CP-60) and Foreign Area Officers (48J), and managed Building Partnership Capacity (BPC) cases over $100 million.

• Advisor to the US Ambassador on all aspects of security cooperation and military diplomacy.
• Developed and implemented the Embassy's country security strategy while contributing to higher level strategic planning efforts.
• Led a collective team of 26 joint service personnel conducting military operations in and around Djibouti with an operational budget in excess of $1 million and the development and program management of $32.4 million of counterterrorism grant proposals.
• Co-directed the US-Djibouti Bi-National Forum sub-committee on military and security issues. Resolved fourteen of sixteen issues in advance of the ministerial-level bilateral discussion.
