Hudson Line Power, Communication, and Signals Infrastructure Phase II Design-Build - Construction Supervision and Inspection, New York, NY, Confidential Client. [04/06/2020-07/12/2024] Field Inspector for this $260 million design-build project, including improvements to 30 miles of the Hudson Line. Construction elements include the installation of new fiber-optic and copper communications cable infrastructure; design and replacement of the signal power infrastructure; and improvements and upgrades to switches, snowmelters, reactors, transformers, positive and negative feeders and continuity jumpers, and third-rail support brackets and insulators. This project also includes the construction of elevated equipment platforms to place sensitive equipment above a 100-year floodplain. Gannett Fleming's team responsibilities include distributing the contractor schedules and project submittals, coordinating submittal reviews and daily work operations with MNR user groups, compiling and distributing up-to-date construction drawings, scheduling and supervising a 12-person inspection team to verify that the contractor complies with all contract documents and the Quality Control Program, quantifying all completed work, and providing safety to the public, involved agencies, and project personnel. Also responsible for field coordination with MNR user groups for ongoingconstruction operations; the inspection of field operations, including concrete placement, steel platforms, excavation near underground utilities for infrastructure installation, and elevated raceways and communication tray installation; tracking of work progress; and work payments and collaborative record keeping.


As an Assistant Office Engineer, I support a variety of essential tasks to ensure the efficient execution of construction projects. My responsibilities are to maintain and organize project documents, such as drawings, specifications, and contracts. I assist in updating submittal logs, letter logs etc. I assist in tracking, managing documentations, communicating, modifying and updating project records accordingly. I contribute to developing and maintaining project schedules, coordinating with field teams to align office and on-site activities, and implementing quality control procedures to ensure work meets project specifications and standards.

[06/24/2022-07/12/2024] Inspector responsible for the review of plans, drawings, and specifications of the design-build (D-B) team for impact on Amtrak's structures, facilities, property, interests, and operations. Gannett Fleming provided engineering support as requested during the final design construction support and construction management phases to review change requests and submittals for project elements and activities that may impact Amtrak's facilities and operations. Reviewed, commented, and attended value engineering and constructability reviews; performed directed and specific inspection services; reviewed the D-B contractor's proposed work plan; and provided recommendations to assist in identifying required protection of railroad traffic services, power outages, and track outages. Prepared cost options for services to be performed by Amtrak; attended meetings and design workshops; reviewed project progress, issues that may arise, and surveys prepared by the D-B team; and assisted with technical support as deemed applicable for the performance of project work on Amtrak's property. Also reviewed and commented on work plans, reports, and proposals related to environmental efforts. Gannett Fleming assisted Amtrak with coordination with CSX Transportation, Inc. and Providence and Worcester Railroad Company related to identification and proposed changes to their freight railroad operations.

[05/01/2023-05/21/2024] Inspector responsible for providing comprehensive construction administration, inspection, testing, and support services to coordinate and monitor power redundancy and reliability improvements under Contract BW-96/VN-12 at the BWB and VNB. Gannett Fleming is providing all services under the direction of and in close coordination with MTA. The services include daily inspections and reporting; confirmatory inspection and testing; document control; review of contractor plans; environmental, quality, and safety oversight; BIM management; commissioning and integration of systems; schedule reviews; cost estimating; change order and claims support; review of payment requisitions; review of as-built drawings; conducting and attending meetings; and project closeout. Gannett Fleming is verifying that the cost, schedule, quality, and safety criteria for the project are in accordance with the contract requirements. The work at the BWB includes improving the facility's power reliability and redundancy, installing flood mitigation protection, and improvements to the Bronx facility building. The electrical work at the VNB includes upgrading the existing substations by replacing breakers, switches, temperature monitors, and power monitors at the VNB service building and anchorage substations. Gannett Fleming is replacing remote-mounted Programmable Logic Controllers (PLCs) and providing Human Machine Interfaces (HMIs) within each substation. The SCADA system will be replaced and migrated to DYNAC. As part of the SCADA migration, the lane control signal gantries will be converted to DYNAC using new Daktronics signs.
