This position manages all fiscal & administrative aspects of day to day functions and processes of agency in general with particular emphasis on examining, recording and analyzing agency's accounting records, budgets, assets, supportive services, procurement, legal contracts, IT needs, recruitment etc. with view to providing executive level reports and advice to senior management and Board members on preparation and control of budgets, policy and procedures and planning for future.

  • This position has budgetary, leadership, supervisory, advisory, data-driven and operational decision making responsibilities
  • Prepares all Biennium and Supplemental budget requests in compliance of state budget rules and requirements, entering all budgets into IBARS.
  • This position testifies to legislative committees; reports & makes presentations to, and is main point of contact in many cases to Board, Federal Agencies, State agencies, such as Budget Office, State Auditor, State Treasurer, OCIO, HRD, AG's, etc., and Governor's office and designees. As such, it is essential to ensure that all data and reporting meets highest standards of accuracy, accountability and transparency.
  • Interprets all state and federal fiscal regulations as they impact preparation, monitoring, control, and reporting of agency-wide budgets, expenditures, etc.; advising, explaining & reporting to Director, State Veterinarian, Unit Managers, Board, Budget Division, LSO, Legislators, Governor's office, producer groups, and stakeholders. Presents recommendations and budget outcomes to all of aforementioned parties as required.
  • Prepares monthly, quarterly and annual reports, including forecasting future Revenues & Expenditures, submitted to leadership, Board members, Federal and compliance agencies and legislators as required.
  • Ensures all timelines in relation to budgets are met; all exception requests meet all regulations and are presented fully and clearly; enters all budget data into IBARS; ensures all fiscal activity within agency is in line with all required standards, timetables, and methods of operation by developing & implementing protocols, policies, and procedures.
  • Ensures all fiscal reporting to SAO, CAFR, STO, Budget Office, OCIO, Federal Agencies, etc. is completed in timely and effective manner. Responsible for preparing and submitting all Fiscal Impacts to LSO;
  • Following legislative required Industry led Working Group Review, oversaw deployment of strategic business plans to accomplish accounting, compliance, and revenue targets through fee & operational adjustments.
  • Conducted detailed analysis of Agency financial information and financial performance evaluation using data driven analysis to resolve often complex financial issues resulting in preparation of relevant reports and forecasts.
  • Responsible for all Fiscal oversight for agency financial activities across all units. Trains, supervises, and manages agency fiscal staff; ensures all receipts are processed correctly; all vendor and employee invoices and reimbursement requests are processed for payment timely and from correct budget; agency point of contact (POC) with Procurement Department, makes sure all state procurement rules, regulations and requirements are followed when purchasing goods and services; ensures Bid Process is followed & Bid Waivers submitted where necessary.

Fiscal duties involve the processing of vendor payments in the Wolfs System for various agency purchases, Federal Grant Funded expenditures, WLSB Brucellosis Compensation Programs, Vet Loan Repayment Programs, along with Travel Voucher payments & expense claims for the Director, State & Assistant State Vets, Board Members, Contract & general employees. I also process receipts for Grants, Vet Loan Repayment, NSF's etc. In connection with these functions prepare & submit contracts to the AG's office for approval, create RQS's, MSC's & place orders, where relevant, once a PO has been approved.
