Oversee the statewide facility construction program to include the construction of new facilities, building renovations, site development and deferred maintenance projects. Provide oversight and governance for the statewide routine facilities maintenance and preventative maintenance of facilities. Work involves participation in the facilities master plan process which includes identification of new construction projects, deferred maintenance and potential land acquisitions. Provides programmatic oversight over daily operations and relationships at the district level.

Supervises a group of professional and technical employees. Work requires contact with government officials, high-level executives, contractors, consultants, construction firms, district and division personnel.

• Develop work plans and manage Construction Project Management staff responsible for overseeing performance of consultants and contractors.
• Monitors consultant and contractors work for compliance with schedule, budget, quality, and overall conformance with the contract documents.
• Coordinates activities with other Construction Project Management staff, districts and divisions and state agencies. Resolves field construction problems in coordination with professional consultants, Project Development staff, third parties, and other agencies as necessary.
• Assist in negotiating with consultants and contractors regarding changes to design, construction work scope, and schedules
• Develops and implements a quality audit program, monitors contractor corrective actions, and ensures a quality project conforming to plans and specifications
• Ensure compliance with TxDOT safety policies and procedures; maintains accountability for safety performance of subordinate personnel
• Oversee program implementation of preventative maintenance, routine facility maintenance, deferred maintenance and new facility construction activities.
• Assists In gathering, analyzing and developing long range master facilities plan for each district and state headquarters.

In this position I performed complex building and facilities construction project management work. I provided leadership related to all aspects of construction by planning and coordinating all elements of the project. Responsible for the development and review of project objectives, quality assurance and quality control, and ensuring project compliance with applicable state and federal laws, policies, and procedures. My position required extensive contact with agency management, governmental officials, and private entities.
