Coordinated and deployed nine rapid Mobile Training Teams backing COMPACFLT and the

DON’s RS rating realignment and modernization, saving COMPACFLT $600K in TAD funds and increased RS postal

qualifications by 80%. Proactively worked instructor manning and classroom utilization enabling an

increase in student throughput while simultaneously mitigating manning shortfalls.

Delivered three rapid Mobile Training Teams to USS Reagan (CVN-76) AND NIOC PACIFIC Hawaii saving 128K in travel funding and ensuring necessary critical training to supporting fleet readiness. Developed and synchronized contractor training through NITC, enhancing curriculum delivery.

Forefront of sailor readiness training, accomplished the successful delivery of the first modernized CPPA curriculum in Navy Region Pacific and facilitation to MNCC’s Phase II CPPA Supervisor Course delivery to the PACWEST. Demonstrated unparalleled leadership of 55 joint and combined personnel on the Korea Combined Rescue Team during five COMBINED COMMAND POST TRAINING exercises. His leadership significantly improved the integration of joint and combined personnel recovery operations within the Korean Theater of Operations. He partnered with Joint Personnel Recovery Agency planners, leading 18 joint force personnel through the Joint Operation Planning and Execution System process, rewriting both the Combined Forces Command Personnel Recovery Annex to the Operational Plan and the Combined/Joint Mission Essential Task List. His expertise drove overwhelming changes to Personnel Recovery Command and Control for the Korean theater and produced well-defined goals and objectives to support the USFK.

developed the Combat Search and Rescue (CSAR) Task Force Mission Decision briefs for all Personnel Recovery missions to the Combined Air Component Commander. His actions led to 45 critical combined rescue missions and 680 personnel recoveries.

As a Functional Area Representative, LCDR Le guided USFK Personnel Recovery manpower readiness modifications for 28 joint personnel requirement advancements to provide a 77% surge in manning of Personnel Recovery forces to bilateral exercises in the Korean Theater of Operations. Furthermore, he synchronized efforts to secure additional "Off-PENN" Joint Personnel Recovery Agency trainers across major Combined Commands, enhancing Personnel Recovery storyline development and seeing a 40% reduction in Personnel Recovery mission planning time. Additionally, He developed a Joint Personnel Processing Cell at Osan Air Base to support the Seventh Fleet, Joint Personnel Recovery Agency, and Joint Chiefs of Staff Training Team. This single action increased the capability of USFK reception forces and created a 90% reduction in administrative processing for forces operating away from the USFK Headquarters.
