Over 23 years of Department of Education student loan experience, as well as diversified bankcard collection management and revenue-generating experience. Served for 9 years (3 terms) as an ED Student Loan Contract/Task Order Administrator. As an executive leader, demonstrates extensive experience defining, developing, and fine-tuning an integrated system of people, processes, and technology for performance under ED’s Task Orders. In 1994, received a letter from ED recognizing his agency as the first agency to exceed $2M in a single month. Maintained a long-standing reputation with ED as a high performing Task Order leader with proven integrity. Highly recognized contributor to the Government’s debt-collection efforts. From 1992 through 1995, managed over 400 staff in the NCI Government Division including Collections, Compliance, Human Resources and Information Systems Departments. Also from 1995 through 1999 he served as API/OSI Agency Manager in charge of API’s debt purchase external collection Agency network collecting more than $1.5 million per month via outsourced accounts. Mr. Smith earned the 1st place banner by ED for the initial scoring on ED’s scorecard, the Competitive Performance Continuance Surveillance (CPCS). Continued his collection performance initiatives, by leading a successful turnaround for FAMS as Contract Administrator, by improving their ranking from 13th to 2nd place on ED’s CPCS in 6 months. As a result of extensive experience, comprehensive experience with all aspects of ED Collection procedures, Repayments, Account Resolution, Loan Rehabilitation/Consolidation, and AWG.
